VACANCY ANNOUNCEMENT

Title:  PROJECT MANAGER
Department Name:   PROGRAMS
Reports to Title:  HEAD OF PROGRAMS

Position Summary: 

Reporting to the Head of Programs, the Project Manager is responsible for overall implementation of the project; starting with planning, designing, implementation, monitoring and evaluation, reporting and close out of the project, working in close collaboration with support staff. The Project Manager will facilitate the baseline survey, mid-term and end-line evaluations and he/she is responsible for providing strategic and operational leadership to the project team, partners and government institutions, working to create a sustainable, vibrant and healthy community in the targeted areas of project implementation.

Essential Duties and Responsibilities:

  • Working directly at community level in driving the projects inputs and outputs.
  • Implementation of activities in the projects workplan.
  • Facilitating community actions and interacting with local stakeholders in the project area.
  • Responsible for the Procurement Plans of the assigned project and continuously raising Procurement Requests of various inputs.
  • Updating a budget tracking tool that enables management to account for commitments that are not yet reflected on the expenditure statements.
  • Developing tools appropriate to be used by different players during project implementation.
  • Manage the development, monitoring, analysis, and evaluation of the assigned project portfolio including a baseline survey, mid – term and end of project evaluations.
  • Ensure that all aspects of the programme are monitored and evaluated.
  • Develop annual partner sub-agreements and validate partner work-plans and budgets.
  • Develop and review project risks and risk mitigation plans; and managing changes in project scope.
  • Develop  project-specific safeguarding guidelines and procedures; and provide training to all project staff.
  • Facilitate Project Review meetings as planned.
  • Provide financial oversight and monitor all project funded activities in collaboration with Finance department through the budget tracking tools.
  • Develop and maintain assets register for all project assets in collaboration with HR & Administration department.
  • Ensure grant management compliance for the project including compliance with any additional HFHZ regulations, with support from the National Office.
  • Ensure proper implementation of HFHZ’s performance management system for direct reports
  • Proactively address performance issues through regular, constructive, and honest feedback and coaching.
  • Stay abreast of new developments in the WASH industry as well as Land and housing sectors.
  • Implement policies and procedures in line with the organisational policies on community mobilization and Standards of Excellence requirements.
  • Preparation of well written project reports.
  • Participating in the project budget versus actual (BVA) analysis meetings.
  • Perform any other relevant tasks as assigned from time to time.

Success Criteria: 

  • Ability to handle community and internal safeguarding issues as and when they arise following the laid down procedure.
  • Ability to work under minimum or no supervision
  • Must be a team player and ready to work in and contribute to team building environment.
  • Strong project management background with the ability to implement projects within budget and time frame.
  • Clearly understands developments in the  disaster and WASH contexts and must have some years of experience working in both contexts.
  • Experience working with multiple donors and understand donor requirements and how to meet them.
  • Experience in integration of housing and WASH
  • Excellent written and verbal communication skills
  • Fluent in English (oral and written).
  • Report and grant writing skills.
  • Ability to use sound judgment in all project communications and ensure that project communication meets needs of different audiences (e.g. beneficiaries, government, donors, etc.)
  • Good organizational skills including accuracy, consistency, and attention to detail.

Required Knowledge & Expertise

Minimum:

Education:  Bachelor’s Degree in Project Management, Development Studies/Social Sciences or any other relevant qualification.

Years of Related Experience: Over 5 years’ experience in WASH & Housing (infrastructure and behavioral change)  projects (design, planning, tender procedures, implementation, budgeting, reporting, monitoring, and evaluation) and good understanding of current WASH, Land and Housing sector trends and indicators.

Qualifications:

Additional training in behavioral communication or community development.

Working Conditions:

  • 40 hours of work per week, with one hour lunch break and 2 health breaks of 20 minutes each in a day.

Location:

  •  This position is based in Kabwe.

Travel Expectations:  Expected to make local and international travels as and when required.

The individual in this role is expected to typically work with children and HFH beneficiaries
