About Project Concern Zambia

Project Concern Zambia (PCZ) is a local Zambian Non-Governmental Organization (NGO) that was established in 2019.  PCZ work focuses on contributing to the achievement and sustenance of HIV epidemic control and addressing the upstream vulnerabilities that impede progress towards this achievement such as poverty, inadequate access to education particularly among adolescents and young people (AYP) and addressing emerging epidemics that might further hinder progress such as COVID-19.  PCZ collaborates with grassroot community-led organizations, the local government, and the private sector to serve targeted populations.

PCZ seeks to recruit a Strategic Information Officer (Southern Province)

Job summary: The Strategic Information Officer will be based in the Southern region and will be responsible for reviewing and implementing the PCZ M&E systems at provincial level, providing needed data to analyze program performance, results and successes, timely preparation of reports, learning and documentation of best practices and lessons learned and building capacity of PCZ partners in monitoring and evaluation.

Job Responsibilities:

1. Planning and Monitoring and Evaluation System Design

  • Supports the review and development of the USAID Empowered Youth Program II M&E system and project specific M&E plans at PCZ level.
  • Participates in the development of tools and tools protocol for the program.
  • Draws out quarterly action plans out of the overall Annual work plan and reports monthly on the activities implemented in M&E.

2. Capacity Building in Monitoring and Evaluation

  • Facilitates training for partners in M&E and data management.
  • Supports partners in the development and implementation of their M&E Plans and databases.
  • Monitors the data flow processes in the USAID Empowered Youth II program and provides support as needed.

3. Data Management Processes and Reporting

  • Maintains the M&E databases at regional level.
  • Prepares summary data on a monthly & quarterly basis to inform project managers on progress on targets.
  • Meets the reporting requirements for PEPFAR funding.

4. Learning, documentation and sharing Lessons Learned

  • Facilitates documentation of key project processes, content/promising practices, lessons learned and success stories.
  • Ensures that all hard copy documentation is maintained securely and systematically.
  • Review weekly/monthly/quarterly reports submitted by USAID Empowered Youth Program II partners to PCZ and gives timely feedback.
  • Conducts M&E Review meetings with program partners.
  • Develop and update (quarterly) an IPTT for recording aggregated data to aid in tracking of indicators/performance.

5. Technical Assistance to Partners

  • Provides M&E technical support to program partners.
  • Supports partners in the review/ development and implementation of their M&E Plans and databases.
  • Conducts RDQA and provide M&E Technical support for program sites in the district.
  • Identifies M&E training needs for program partners and communities and makes recommendations.
  • Provides technical support to partners in tracking progress towards milestones on their work plans and RDQA action plans.

6. Program Evaluation

  • Facilitates/ participates in program evaluation activities.

Qualifications and experience

  • Diploma in Statistics, M&E, Health, or related M&E technical field in the field of M&E required
  • Minimum of 3 years of work experience in M&E technical or managerial positions, ideally in the field of M&E for an NGO;
  • Recent experience working in PEPFAR HIV, VCA/OVC and adolescent programming required
  • Strong background in PEPFAR program implementation; experience in supervising and providing M&E technical assistance for PEPFAR HIV, VCA/ OVC and Adolescent programs and demonstrated knowledge of the PEPFAR MER guidance
  • 3 years of supervisory experience, excellent partnership, and interpersonal skills to work in a team environment with dependable ability to dialogue, network, and work effectively with local organizations and Government district and provincial information offices
  • Proven ability to coach, mentor, and provide effective capacity strengthening to peers, direct reports, and local partner staff
  • Experience working with stakeholders at various levels and strengthening community partnerships
  • Experience analyzing data and contributing to evaluation reports
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint
  • Fluency in English and proficiency in at least one of the major local languages in Central or Southern Provinces
