NURSING AND MIDWIFERY COUNCIL OF ZAMBIA (NMCZ)
The Nursing and Midwifery Council of Zambia (NMCZ) is a statutory body established under the Nurses and Midwives Act No. 10 of 2019. The Council is mandated to regulate nursing and midwifery education, training, and practice in Zambia to ensure safe, competent, and professional nursing and midwifery care to the public.
The Council invites applications from suitably qualified, experienced, and result-oriented individuals to fill the following vacant position:
5.0 Manager – Human Capital and Administration – Salary Grade (NMCZ2)

B. Job Purpose
Reporting to the Director – Corporate Affairs, the incumbent will manage the human capital and administration function in order to enhance performance and promote efficient and effective operations of the Council.
C. Key Responsibilities

- Manages effectively the development, review and dissemination of human capital and administrative policies in order to ensure consistent and fair application and promote industrial harmony.
- Manages effectively the development and implementation of talent management strategies in order to attract, develop, and retain top talent and ensure a high-performing workforce.
- Manages efficiently development and implementation of training programmes in order to enhance employee skills and knowledge.
- Manages effectively the development and implementation of human capital plans in order to ensure optimal staffing levels at all times.
- Manages effectively the development and implementation of employee relations, wellness and welfare programmes in order to motivate staff and improve productivity.
- Manages effectively the disciplinary processes and procedures in order to ensure compliance with labor laws and regulations and maintain a positive and productive workplace.
- Manages the effectively inventory of assets, office equipment and machines in order to ensure accountability and protect public resources.
- Coordinates effectively the provision of administrative support services in order to enhance smooth operation of the Council.
- Manages effectively provision of records management services in order to ensure secure storage, easy access and retrieval of information.
- Manages timely preparation and processing of payroll inputs in order to facilitate timely payment of salaries, remunerative allowances and statutory obligations.
- Manages and coordinates effectively the development and implementation of the performance management system in order to monitor, evaluate and enhance performance.
- Manages effectively utilization of human, financial and other resources in order to facilitate the achievement of departmental objectives.
D. Job Requirements
- Full Form V or Grade 12 School Certificate or equivalent.
- Bachelor’s degree in Human Resource Management/Public Administration or equivalent.
- At least 8 years of relevant experience of which 2 should be at management level.
- Must be a member of the Zambia Institute of Human Resource Management.
- Demonstrate practical knowledge of Zambian labour laws.
- Able to communicate effectively in English and write technical and analytical reports.
- Demonstrate proficiency in MS Office programs, including skills in Word, Excel, and PowerPoint.
- Fluent in English with excellent communication, coordination and problem-solving skills, rigorous, responsible and strong execution ability.
