ORGANIZATIONAL CONTEXT
WFP Zambia has formulated a five (5) year Country Strategic Plan (CSP) (2023 – 2028) that aims at addressing challenges that inhibit the Zambian Government to sustainably attain Zero Hunger, a commitment that is fully embraced in the Longterm Vision 2030, the 8th National Development (NDP8) and the Joint UN Sustainable Development Partnership Framework (UNSDPF). The CSP will operate under 5 Strategic Outcomes which are; Outcome 1: Food-insecure people in Zambia (including refugees) affected by shocks are better able to meet their essential food security and nutrition needs in anticipation of, during and in the aftermath of crises; Outcome 2: Populations at risk of malnutrition in Zambia have improved access to and consumption of safe and diverse nutrient-dense food all year round; Outcome 3: Food-insecure and risk-prone smallholder farming populations, especially women, youth and people with disabilities in targeted rural and urban areas, are enabled to withstand climate change and other shocks and benefit from more resilient food systems through increased incomes that contribute to improved nutrition and food diversity and increased economic and livelihood opportunities by 2030; Outcome 4: National institutions in Zambia have strengthened capacity to design policies and programmes that promote the enhancement of national food systems and deliver national emergency preparedness, anticipatory and response programmes, nutrition-sensitive, shock responsive social protection, supply chain systems and sustainable food security programmes by 2030; Outcome 5: Humanitarian and development actors in Zambia have improved access to on-demand services and benefit from innovative, effective and cost-efficient supply chain capacity by 2030.

The Heads of Field Offices (Mumbwa & Mazabuka) will report to the Head of Innovation and Transformation /Field Coordination.

JOB PURPOSE
The Head of Field Office (HoFO) is responsible for ensuring good people management. She or he is a role model of the WFP values and the associated behaviours as laid out in the WFP Leadership Framework (Leads by Example with Integrity; Drives Results and Delivers on Commitments; Foster Inclusive and Collaborative Teamwork; Applies Strategic Thinking; Builds & Maintains Sustainable Partnerships), to ensure the successful implementation of the Country Strategic Plan 2023 to 2028. The HoFO will lead and manage the Field Office to ensure the effective and efficient management of human and financial resources and delivery of WFP programs and activities. Additionally, the role will focus on building and maintaining relationships with local governments, UN agencies and other partners in the area to reinforce WFP’s visibility.

KEY ACCOUNTABILITIES (not all-inclusive)
Effectively manage the Field Office to ensure inclusive and cohesive high performing team, including performance management.
Plan, Lead and manage WFP field operations and programme implementation within the area of assignment to ensure effective and efficient delivery of crisis response, climate adaptation and resilience building initiatives, nutrition integration and social protection activities ensuring that daily operational issues are timely resolved to prevent losses or delays.
Responsible ensuring efficient activity implementation planning, in line with agreed budgets, and reporting Country Office through back to office reports.
Support WFP security focal person and UNDSS to ensure the security of WFP staff, operations, premises, and assets in the Field Office to ensure that WFP security and safety standards are locally set and followed.
Responsible for routine and periodic process and output monitoring and evaluation of activities and preparation accurate and comprehensive reports on WFP’s operations and performance within area of jurisdiction.
Participate in programme coordination meetings and provide timely and accurate implementation update to highlighting key support areas to drive timely management intervention.
Build effective and collaborative relations with the local authorities, development partners and private sector and contribute to the expertise sharing and capacity building for effective implementation of national programmes and participation of local and subnational authorities in WFP activities.
Build partnerships to enhance sustainability and scalability of WFP activities liaison with local government authorities, international and local NGOs, UN agencies, civil societies, beneficiaries’ private sectors and other partners and media engaged in the field of food security.
Manage and Supervise Cooperating Partners implementing WFP activities in are of jurisdiction to ensure effective and uniform delivery of WFP activities aligning to local context.
Support the development of project communication, advocacy and reporting materials including success stories and best practices on new project areas including pilots.
Supporting the organization of project events and donor mission at district and provincial level and contribute to National level events.
Ensure extensive and frequent presence at project areas, distribution sites and centers.
STANDARD MINIMUM QUALIFICATIONS
Education: University Degree in one or more of the following disciplines: Agriculture Economics, Agriculture, Natural Resource Management, Environmental
Management, Project Management, Development Studies, Demography, or any other related qualification from a recognized institution. A master’s degree is an added advantage.
Experience: Fluency in English language both written and spoken.
Language: Fluency in English language both written and spoken.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Has excellent relationship building experience with government, CPs, and community partners.
Is computer literate in computer programmes (word, excel, power point, social media).
Has field experience via field rotations or working in a sub-office, and through field postings.

Gained experience of analyzing climatic, socio-economic and local political situations, vulnerabilities and assessing risk accurately.
Gained broader exposure across areas within a function, crises response, nutrition integration, climate adaptation and resilience building, smallholder livelihoods.

Has gained experience managing small to mid-size financial budgets, balancing priorities effectively.
Has experience leading a small to mid-size team to ensure the effective delivery of objectives.
