Job Description


QUALIFICATIONS AND EXPERIENCE

Desirable Qualifications and Experience:

  • Bachelor of Engineering in Mechanical Engineering or equivalent
  • Minimum 5 years relevant work experience
  • Experience in providing technical support for systems or equipment is valuable
  • Familiarity with medical gas systems, including oxygen delivery systems, gas storage
  • Knowledge of regulatory requirements related to medical devices and gas systems is essential
  • Strong understanding of oxygen medical support
  • Knowledge of the Zambia healthcare and construction / infrastructure environment
  • Fully paid Member of Engineering Institute of Zambia (EIZ)

KEY PERFORMANCE AREAS
Stakeholder Engagement and Management

  • Build and maintain key stakeholder relationships.
  • Adhere to the Mission, Vision and Values of USAID and Right to Care
  • Provide/facilitate Technical Assistance (TA) to MOH and stakeholders on the expansion of medical oxygen and medical air infrastructure in Zambia.
  • Participate and represent the organization in National Oxygen Task Team meetings, and related stakeholder forums.

Project Management

  • Project management of the infrastructure upgrades at UTH and Kabwe Central Hospital. This may be extended to other facilities in the future as required.

Coordination of contractor activities.

  • Integration of activities of civil, mechanical, and electrical engineers’ input and respective contractors.
  • Liaison between MoH team, hospital management and contractors to coordinate construction activities.
  • Collaboration, prioritization, and team leadership.

Technical Support

  • Participation in the National Oxygen Task Team.
  • Integration of Right to Care construction and infrastructure upgrades with the National Task Team’s objectives.
  • Facilitate technical assistance from engineers / provide technical assistance to the projects and objectives of the Oxygen Task Team.
  • Continuous quality assurance of contractor activities at both facilities.
  • Random quality checks on craftsmanship and products used in construction.
  • Participate in quality checks and sign-off on completion of various stages of the projects.
  • Liaison with oxygen suppliers if required.
  • Monitor contractual deliveries and certify quantities for payment.
  • Supervise the execution of maintenance contracts and certify payment.

Procurement Processes

  • Interface between Supply Chain Management and local suppliers of components or equipment.
  • Certification of deliveries for payment

Conduct user training

  • Provide training on oxygen and medical air infrastructure and systems.
  • Provide training on continuously checking cryogenic oxygen installations, de-icing, and preventive maintenance.
  • Provide training on maintaining cylinder manifold banks and correct safe procedures in cylinder exchanges.

Inventory

  • Maintain inventory of all assets procured in the projects with the support of the RTC Asset Officer.
  • Manage records of the distribution of procured equipment to the two hospitals.

Quality Assurance and Reporting

  • Perform Performance Assurance (PA) inspections of installed infrastructure.
  • Support MOH quality assurance and quality control oversight.
  • Maintain expertise in oxygen systems through ongoing training and education.
  • Lead service operations for special projects as assigned.
  • Travel to sites and work with other office associates to collect and analyze information and/or data for special assignments and reporting.
  • Inform the supervisor of the status of repairs, scheduled inspections, unusual equipment situations, and any customer concerns.
  • Development of the Environmental Mitigation and Monitoring Plan (EMMP) and support quarterly reporting through the Environmental Mitigation and Monitoring Report (EMMR).
  • Manage the Operations Unit, including mentoring and training the teams to ensure progress toward agreed performance goals.
