The Rural Electrification Authority is a Statutory Body established pursuant to the enactment of the Rural Electrification Act No. 20 of the laws of Zambia of 2003. One of the main functions of the Authority is to facilitate availability and access to electricity to all Zambians living in the rural areas by extending the National Grid and/or through the installation of isolated Grids using Renewable Energy Sources such as Mini-Hydros, Solar, Wind, and others.

SENIOR LEGAL OFFICER

1. PURPOSE OF THE JOB:

To support the Legal Counsel, formulate and implement strategic objectives on diverse legal and governance issues, including but not limited to effective management of risks, through the monitoring of adherence to contracts, policy documents, legal obligations, and the law.

2. KEY RESPONSIBILITIES No.

Accountabilities

• Draft and/or review contracts relating to goods, works and services and ensure the relevant applicable laws relating to public procurement are observed.
• Draft and/or review Memoranda of Understanding and Finance/Grant Agreements entered into with various cooperating partners.
• Monitor the adherence to contracts by the Rural Electrification Authority.
• Assist with legal assessment and organization of court matters and recommend for course of action.
• Prepare the requisite court documents and appear on behalf of the Rural Electrification Authority in any Court/Tribunal
• Assist in the maintenance of the Rural Electrification Authority’s legal documents and undertake to register the same with appropriate bodies.
• Provide legal opinions and advice to management on all operational and transactional issues in order to ensure sound decision making by the Rural Electrification Authority.
• Undertake a variety of ad-hoc activities of a clerical or administrative nature assigned by the Legal Counsel, including the review of various policy documents and operational manuals, and the training of staff on legislation affecting the operations of the Rural Electrification Authority.
• Conduct legal audits of the various departments and units under the Rural Electrification Authority with the aim of mitigating against risks.
• Assist the Legal Counsel in performing various legal activities which may be delegated from time to time

4. KNOWLEDGE AND SKILLS REQUIREMENTS

Qualifications:

i Full Grade Twelve Certificate;

ii. LLB degree from a reputable institution;

iii. Advocate of the High Court and Supreme Court of Zambia with a valid Legal
Practitioner’s Certificate; and

iv. Member of the Law Association of Zambia

Experience:

Minimum three (3) years’ post ZIALE qualification experience, preferably from a similar institution or a law firm that handles matters that are in line with the advertised position

Knowledge and Skill:
