Job Description


The Zambian Open University (ZAOU) is an institution of high standing both locally and internationally, whose vision is “to be an internationally recognized University providing quality education through full-time, Open and distance, and blended learning’’. The University is now looking for a self-motivated, suitably qualified individual to fill up the position of REGISTRAR.

Reports to: Vice Chancellor

Role Overview: To provide strategic direction and leadership in the development and implementation of policies, operational plan, procedures and processes pertaining to administration activities of the University in order to enhance operational efficiency and effectiveness across the University. The job holder is a Principal Officer and member of the Management Team. Immediate subordinates include two (2) Senior Assistant Registrars, academic and administration, respectively; seven (7) Assistant Registrars; five (5) Administrative Assistants; and Secretaries and Stenographers.

Key Responsibilities:

1. Responsibility for the interpretation and custody of all University policies, be they administrative or academic.
2. Secretary to the Board of Directors and its Committees, except for the Committees on Finance and Audit.
3. Secretary to the Senate and its Committees.
4. Secretary to the Management Committee.
5. Responsible for the custody of the Board of Directors and Senate Seals.
6. Responsible for the custody of all University Lease Agreements; Memoranda of Understanding; Title Deeds; registration documents with the Higher Education Authority (HEA) and the Patents and Companies Registration Agency (PACRA); registration documents with the Registrar of Companies; and any other agreements entered into by the University from time to time.
7. Responsible for the custody and interpretation of Senate policies and regulations.

8. Responsible for the custody and interpretation of the University’s staff Conditions of Service.
9. Responsible for the preparation and control of the departmental annual budget.
10. Responsible for the recruitment process of staff and for the custody of policies on such recruitment and retention.
11. Responsible for the custody of staff records.
12. Responsible for the security of University premises.
13. Responsible for the custody and maintenance of all University assets.
14. Overall responsibility for the various Units of the Department, namely, the Academic Office, Public Relations, Transport, Security and Administration.
15. Responsible for publication of general academic rules and regulations to students.
16. Responsible for receiving all appeals against examination results and referring these to the relevant Schools for investigations.
17. Responsible for signing all University certificates in conjunction with the Chairperson of the Senate.
18. Any other functions as directed from time to time by the Board of Directors and or the Vice Chancellor.

Qualifications and Experience:

  • At least a Master’s degree in the Social Sciences, Education or Law.
  • Possession of a doctorate degree would be an added advantage.
  • A minimum of ten (10) years in administration of an institution of higher learning.
