Job Description


The Citizens Economic Empowerment Commission (CEEC) is a Body Corporate established under the Citizens’ Economic Empowerment Act No. 9 of 2006 to enhance broad-based economic empowerment, foster citizens’ economic ownership, control and management of economic resources, as well as to promote economic empowerment of targeted citizens is inviting job applications from suitably qualified individuals to fill the following position:

1. Regional Manager (2 positions) – Lusaka
Responsibilities
• Coordinate and supervise Provincial Coordinators to ensure effective planning and execution of empowerment programs, loan disbursements, debt recovery, and entrepreneurship initiatives.
• Enforce compliance with CEEC’s operational policies, procedures, and standards across provinces.
• Track and evaluate the performance of Provincial Officers, consolidating performance reports.
Conduct monitoring and evaluation of enterprise development initiatives within the region.
Develop and implement instruments on monitoring compliance of Statutory Instruments under preferential procurement and reservation schemes.

Identify regional greenfield investments for possible joint venture initiatives.
• Foster partnerships with cooperatives, business associations, local government, and other stakeholders to promote CEEC’s empowerment goals.
Monitor resource utilization and provide recommendations for optimization.
Facilitate training and support programs for targeted citizens and enterprises and implement capacity-building and sensitization initiatives to promote loan repayment.
Ensure equitable implementation of client-focused empowerment products across provinces, aligned with the region’s social and gender distribution targets.
Coordinate Provincial Coordinators to address cases of loan default and escalate unresolved cases.
Support the preparation of regional budgets and monitor provincial expenditures to ensure alignment with approved budgets.
Conduct regular reviews of the annual work plan to evaluate progress on strategic priorities and resolve challenges with effective operational solutions.
Drive the implementation of best practices and operational improvements across Provincial Offices.
Provide actionable insights and recommendations based on regional performance data to inform decision-making.

Qualifications and Skills
• Grade Twelve (12) Certificate with at least five O level credits in Mathematics and English.
.Degree in Economics, Business Administration or any other related field.
• Master’s Degree in Economics, Business Administration or any other related field.
At least 5 years relevant work experience
Strong leadership and people management skills.
• Excellent financial acumen and analytical ability.
• Strategic thinking and problem-solving capabilities.
Effective communication and negotiation skills.
