ORGANIZATIONAL CONTEXT
Zambia continues to host refugees, mainly from the Democratic Republic of the Congo (DRC), following political instability and ethnic violence in 2017. While DRC was relatively stable politically in the aftermath of national elections in December 2018, many refugees remained in Zambia, especially in pursuit of local integration. WFP has provided unconditional food assistance to Congolese refugees since December 2017. Under its CSP, WFP has continued to address the food and nutrition needs of refugees by providing them predominantly with cash-based transfers, with new arrivals and people in transit receiving a monthly food basket consisting of fortified maize meal, fortified blended food (Super Cereal Plus), pulses, fortified vegetable oil and salt.

Under strategic outcome 2 and 3 of the CSP, WFP has continued to work with the government and a range of partners to implement nutrition-sensitive programming under the Scaling Up Nutrition (SUN) II programme. These innovative approaches operationalize synergies across different activities including social behaviour change and communication, women empowerment through financial services and postharvest management. With the UN operating in 17 districts overoverall, the post will oversee 4 districts by supervising WFP activities under the SUNII programme.

The  head of field office will report to the Deuty Country Director of alternate, and will supervise 5-6 staff covering different two provinces (Luapula and Muchinga) and five districts (Nchelenge under refugee response while Isoka, Chienge, Chinsali and Mpika under SUN II)..

JOB PURPOSE
To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Supervise and manage all activities at Nchelenge Field Office and Mantapala Refugee Settlement and ensure a smooth flow of communication and information between WFP team in Nchelenge and the Country Office.
  2. Liaise with local authorities, NGOs, UN agencies and ensure effective coordination of activities including coordination and monitoring of distributions to refugees.
  3. Supervise the implementation of assistance promoting food and nutrition security.
  4. Execute regular monitoring plans per CO-level monitoring schedule and tools, report on monitoring data and organize field missions as well as participate in coordination meetings supporting CBT actors.
  5. Provide monthly updates on refugee in-flows, cash distribution status and other food security related situation reports.
  6. Coordinate technical assessments for the rural financial services such as credit and savings and provide linkage to the village savings and loans associations.
  7. Support partnerships, coordinate and monitor the development of rural finance financial services such savings and credit activities with cooperating partners.
  8. Support the incorporation of social behavioral change communication (SBCC) for nutrition across all activities.
  9. Support business development for the processing of nutritious foods.
  10. Perform other duties as required

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economics, International Development, Social Sciences, Agriculture or First University degree with 5 years of professional mid-level related work experience and/or training/courses.

Experience: At least 5 years of postgraduate progressively responsible professional experience in nutrition, public health management, development projects, emergency assistance, and/or operational aspects of national, bilateral, or multilateral food security and nutrition assistance.

Language: Fluency in both written and oral English language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has experience in field operations, preferably in a hardship duty station.
  • Has field experience via field rotations or working in a sub-office, and through field postings.
  • Gained experience of analyzing political situations, assessing risk accurately and supporting managers and leaders in decision making that is sensitive to this.
  • Gained broader exposure across areas within a function (i.e., policy, programme etc.)
  • Participated in a vendor/government/ partner negotiation in support of broad function or Country Office requirements.
  • Participated in a moderately complex emergency operation/ development programme.
