Reporting to the Manager Policy and Research, the job holder will provide support to the Manager Policy and Research in undertaking monitoring and evaluation programmes/activities covering investments, trade and business development.

KEY RESPONSIBILITIES

• Support the Manager Policy and Research in developing and implementing M and E Frameworks and ensure alignment with the Agency’s Strategic Plan, Programs and Projects
• Conduct a periodical evaluation of the impact of interventions on businesses, exporters and investors in relation to the development of the Zambian economy.​
• To undertake monitoring and evaluation activities relating to investment, export and business performance.
• Develop a useful database to facilitate the implementation of management decisions, policies and strategies.
• Assist the Manager Policy and Research in designing and managing the Agency’s assessments and evaluations and promoting a culture of evidence-based decision-making and effective communication of the Agency’s results to Management.
• Provide M and E technical assistance and designing of M and E tools for all Divisions.
• Coordinate reporting of results at the programme level as required.
• Contribute to the preparation of annual work plans and budgets for the Department and facilitate smooth execution of the activities by officers.
• Ensure preparation and submission of periodic and ad hoc reports of the department’s activities.
• Perform any other duties the supervisor assigns from time to time.

QUALIFICATIONS | EXPERIENCE | SKILLS

• ​Bachelor’s degree in Economics
• Three years of experience in designing and implementing M and E systems.
• Master’s Degree in Economics
• Experience in report writing for donor-funded programs, NGOs, and the public sector.
• Ability to prepare presentations.
• In-depth knowledge of government policies and programmes
• Excellent analytical, communication and presentation skills.
• Demonstrable experience in report writing and statistical analysis
• Proficiency in Statistical Software Packages i.e. Strata, EViews, SPSS, Excel, NVivo etc
• Ability to undertake complex analytical assignments
• Good communication skills (both written and oral)
