Department Overview

The Deputy Chief of Party (DCOP) is a senior management position that works closely with the Chief of Party (COP) to provide leadership, oversight, and coordination for the $120M USAID Zambia Integrated HIV and Health (USAID Zambia Integrated Health) Activity, supporting the USAID and PEPFAR objectives of 95/95/95, and providing service delivery and technical assistance to improve MNCH and FP/RH services. USAID Zambia Integrated Health will improve, sustain, and further integrate HIV/AIDS, MNCH and FP/RH services at the health facility and community levels and ensure that client-centered, high-impact, high-quality services are available to Zambians.

Essential Duties and Responsibilities

  • Provide program management support to the COP, ensuring compliance with the policy and legislative requirements of the USAID as stipulated as well as consistent Pact’s policies, procedures, and best practices.
  • Serve as Acting COP as necessary.
  • Establish and maintain close working relationships, partnerships, and coordination with the GRZ Ministry of Health at national, target provincial and district levels, USAID-funded implementing partners, and other stakeholders.
  • As and when assigned by the COP, lead or support the development of annual workplans, budgets, reports, and other deliverables ensuring all are on time and of high quality.
  • Provide support for the analysis and dissemination of results from the project.
  • Support subcontractor representatives and program staff through regular monitoring and communication, and ensuring an integrated and cohesive program implementation.
  • Provide support for the revision of scopes of work for subcontractors annually to reflect the annual workplan; review completed subcontractor milestones and recommend for final approval by the COP and payment.
  • Maintain open lines of communication with the Technical Director for Clinical Services, the Senior Program Manager, Provincial Hub Managers to ensure that USAID Zambia Integrated Health meets stated goals, outcomes, benchmarks, and reporting requirements.
  • Work in close coordination with the Finance Management and Operations Director and other senior staff in the department to support timely payments for program implementation (i.e. authorizing payments following the COP’s approval)
  • Represent USAID Zambia Integrated Health at conferences, technical working groups, and meetings to support USAID and Pact’s thought leadership in public health, capacity development, and civil society strengthening.

Education and Experience:

  • At least 8 years’ progressive leadership experience in international development, global health, public health, other professional experience requiring strong leadership and management capacities is required.
  • Graduate degree from an accredited university in the field of management, organizational leadership, international development, public or global health or a related technical field.

Additional Qualifications:

  • Experience in Southern Africa preferred, preferably in Zambia.
  • Demonstrated experience achieving deliverables on time and within budget. Demonstrated experience with program financial oversight, with experience working with USAID contracts and subcontracts strongly preferred.
  • Knowledge of USAID rules, regulations, and policies.
  • Demonstrated leadership skills.
  • Demonstrated track record of successfully building and effectively managing a diverse team of employees and partners.
  • Demonstrated ability to work in complex environments, and work with and between different stakeholders.
  • Ability to develop and maintain strong relationships with government and civil society stakeholders.
  • Demonstrated skills in problem solving and consensus building.
  • Ability to travel within Zambia and occasionally internationally.

Preferred Qualifications:

  • Clinical qualification (medical doctor, clinical officer, nurse, midwife, or other cadres).
  • Knowledge of the political, social, and economic context of Zambia.
  • Experience managing complex integrated HIV/RMNCH/FP services projects within a non-profit organization in a developing country context.
