Position: Deputy Chief of Party – Health Services

Position Type: Full-Time

Location: Lusaka

Reports to: Chief of Party

Overview

The USAID Zambia Accessible Markets for Health (ZAM-Health) Activity is a five-year project to expand the availability and accessibility of high-quality health products and services in the private sector, improve health knowledge, and increase the adoption of healthy and health-seeking behaviors. The program uses approaches such as marketing, social franchising, and partnerships with for-profit entities to achieve these outcomes. USAID ZAM-Health is implemented by John Snow Health Zambia (JSH) in partnership with JSI Research & Training Institute, Inc. (JSI), Media 365, PharmAccess and Mopani Mines.

JSH seeks a self-motivated,  dynamic and highly experienced candidate with a medical background for the position of Deputy Chief of Party Health Services. The Deputy Chief of Party Health Services will assist the Chief of Party with all aspects of the project. Specifically, s/he       will provide technical leadership including technical oversight, work planning and budgeting, human resource management of technical staff (recruitment and capacity building. In consultation with the Chief of Party (COP), the DCOP Health Services will ensure close coordination with USAID and other stakeholders, ensuring that all project interventions are of high quality and lead to measurable impact. and that the project’s implementation is aligned with its approved work plan and budget, and meets targets for achievement while providing high-quality services. She/he will be responsible for coordinating the various project technical experts (clinical, social behavioral change, and private sector engagement) as well as manage the project partners (Media 365, PharmAccess, Mopani Mines) and align them to all the program activities. The DCOP Health Services will directly report to the Chief of Party.

Technical Leadership:

  • Provide technical direction, management, and supervision of project technical staff to ensure high quality products and health services deliverables
  • Work closely with the Ministry of health and other stakeholders to expand the availability and accessibility of high-quality health products and services in the private sector
  • Lead establishment and implementation of capacity strengthening strategies for the project partners and the private sector
  • Work with the DCOP Strategic Information (SI) and the Director of communication and knowledge management to provide oversight to the project on documentation and sharing of knowledge and emerging lessons from application of high impact project services
  • Provide technical direction and clinical oversight for FP. MNCH, and HIV service delivery activities in the project supported site
  • Ensure that all project activities are in alignment and adheres to the nationally and internationally accepted clinical guidelines and standards
  • Hold the final responsibility for refining, implementing, and regularly updating project units/systems and tracking tools for activities related to clinical services.
  • Provide leadership, direction, and capacity development to the Social and Behavior Change team and represent the unit or the project at the national level on SBC issues
  • Support the SBC team and ensure that the project meets its SBC-related targets, and that annual work plans are implemented on time and at a high level of quality
  • Ensure that activities in the annual work plan pertaining to the SBC unit are implemented in a timely manner and contribute to the attainment of targets.
  • Provide technical leadership and manage the project Private Sector Engagement team ensuring that all personnel efforts are aimed toward achieving the ZAM-Health project goals, objectives, and results.
  • Provide strategic oversight to teams conducting policy analysis and systems mapping to diagnose policy/regulatory gaps and barriers that affect private sector engagement.Support the development, refining and disseminating of private sector engagement policies, regulations, and guidelines in scale-up efforts.
  • Ensure lessons learned and best practices in the project are applied to in all the project supported sites in order to improve the quality of FP, MNCH, and HIV services across all project supported facilities
  • Provide oversight and ensure that gender and other cross cutting issues are well integrated and mainstreamed in the project and desired results are measured periodically to inform subsequent strategic program actions.
  • Conduct regular site visits to observe project progress, support data quality assessments and obtain feedback from stakeholders.
  • Use principles of adaptive management and data-driven continuous improvement processes and develop appropriate responses to solve challenges under tight deadlines while ensuring operational integrity and project impact.
  • Support the project units to hold monthly and quarterly project review sessions with staff and partners to routinely assess and improve project performance against work plan and targets
  • Perform other duties as assigned by the Chief of Party

Qualifications

  • Medical Doctor with a master’s degree in MMed (Internal medicine, OBGY or Paediatrics), public health, health policy, project management, or business administration (Health Care management);
  • A minimum of ten years of direct work experience in Zambia in health systems, management, and programming.
  • A minimum of Five (5) years’ experience as technical director, senior management/specialist, or equivalent position, on a USAID funded program, USG-supported programs with skills in strategic planning, management, supervision, and budgeting is strongly preferred.
  • Demonstrated senior leadership experience on a donor-funded health projects in FP, MNCH, HIV/TB and working knowledge of US government rules and regulations are strongly desired.
  • Experience in working in partnership with the Ministry of Health at all levels, the private sector, donors, project partners and other stakeholder
  • High level of interpersonal, technical, communication, and analytical skills, including a demonstrated ability to interact effectively and collaborate with a broad range of public and private sector counterparts and other key stakeholders.
  • Ability to develop effective working relationships with the Ministry of Health, civil society organizations, private sector actors, and other stakeholders
  • Evidence of effective communication skills, both oral and written, to fulfill the diverse technical and managerial requirements
  • Results oriented with knowledge on how to design and successfully implement, monitor, and disseminate results, adapting as needed to achieve the greatest project impact.
  • Ability to inspire a shared vision with the project staff and successfully help the project team to learn, grow, and thrive in their work
  • Ability to travel frequently outside Lusaka, to other project supported provinces – including to Copperbelt, Central, Southern and provinces.
