Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations that leads international efforts to defeat hunger and malnutrition. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The support is based on the guidelines as provided by the Country Programming Framework (CPF). The current Zambia CPF has four priority areas: (1) Improve production and productivity of crops, livestock, fisheries and forestry; (2) Sustainable management of the natural resource base and Increasing Resilience and Uptake of Climate Smart Agriculture; (3) Enhance food security and nutrition status; and (4) Improved market access and sanitary measures. The incumbent’s tasks will mainly contribute to the first priority area.

The Food and Agriculture Organization of the United Nations (FAO) is implementing a new project titled Zambia Multisectoral Pandemic Preparedness and Response Project (ZaMPPR). This project is being supported by the World Bank under the Pandemic Fund. The project focuses on fortifying the nation’s readiness and response capabilities concerning public health threats and challenges.

Reporting Lines

The incumbent will be under the overall supervision of the FAOR Country Representative and under the functional and administrative supervision of the AFAO Representative – Programmes. The incumbent will work under the national project coordinator for day-to-day activities. S/he will also work closely with technical backstopping of the ECTAD Country team Lead and the SFS communication unit.

Technical Focus

The incumbent will play a pivotal role in development and implementation of the communications and visibility strategy for the
World bank funded Zambia Multisectoral Pandemic Preparedness and Response Project (ZaMPPR) and USAID Funded “Enhancing Animal Health and One Health capacities to mitigate zoonotic diseases and Antimicrobial Resistance (AMR) risks and threats in Zambia”.

Tasks and responsibilities

The incumbent will undertake the following duties and responsibilities:

Directly responsible for ensuring timely and up-to-date information on program progress and results is available by compiling, organizing, analysing and preparing data for ad hoc reports, fact sheets, resource partner reports, briefing notes, and other reporting and communication products as per the program communication and visibility strategy in line with FAO communication and branding guidelines;
• Produce communication materials/products on the program, i.e. brochures, newsletters, and other printed advocacy materials. Develop content for digital and online media channels such as Twitter account and website;
• Systematically contribute to the country results reports working closely with the FAO Country Communication Specialist and project Technical Teams to provides high quality communication products for ZaMPPR, Global Health Security Programme and other ECTAD related activities;
• In regular consultation and coordination with the FAO Country Communication Specialist and communication focal points of the Regional Office for Africa, Office of Corporate Communications, and the Sub-regional Office of Southern Africa,
• In close consultation with regional and sub-regional communication focal points, develops a strategy on communications and identifies needs and opportunities in raising visibility of the program;
• Support resource and implementing partner relations by contributing to the production of various communication products and accompanying partners during the field visits in coordination with other relevant FAO technical units in headquarters and in Zambia;
• Proactively identifie media opportunities and, in close liaison with program resource and implementation partners, plans and implements media events including press releases, report launches and press conferences. This includes management of social media channels to publicize and highlight purpose, progress and results of the project;
• Screen and cross-checks internal and external reports, situational reports, information and communication material for accuracy and consistency on information about the program. Develops and coordinates regular highlights for internal distribution;
• Ensure implementation of the communication strategy coherence with the organizational/corporate communication policy and operational guidelines.
• Maintain a close collaboration with the UN, Resource Partner, Ministry of Fisheries and Livestock (MFL) and Implementing Partner including Non-Governmental Organizations (NGOs) communications teams so as to ensure a smooth exchange of information with FAO. In particular, actively contributes to the regular updates and any information requests from partners throughout the program implementation period;
• Ensure full coherence and alignment of the program communication and visibility strategy with FAO, World Bank, USAID and implementing partners communication policies and adapting the strategy to prevailing circumstances while ensuring that is mainstreamed at national provincial and field level;
• Assist the FAO country office in production of monthly situation reports, concept notes to resource partners and updates related to food security and agriculture situation in the country;
• Provide support to improved information and knowledge management systems by ensuring adequate and frequent updates, access and standardization of program information and agricultural situation analysis in the country. This includes undertaking field visits to gather information on activities and results related to the program and ensuring that all data from the field is captured, documented and reported in a timely manner for resource partner and internal purposes;
• In close collaboration with OCC branches and focal points, the incumbent will

o Liaison with the Office of Communication (OCC) will be maintained, either directly or through an agreed focal point/coordinator, to ensure compliance with OCC standards, appropriate review and clearance processes.
o All communication materials will follow FAO clearance processes and comply with FAO standards, including:

• Bachelor’s Degree in communications and or media studies.
• At least five years of relevant experience in project management/operations and support.
• Working knowledge of the English language
• Should be a Zambian National.
