FHI 360 is seeking applications for the position of Technical Lead (TL) for an anticipated five-year USG funded HIV services and related health systems activity in Zambia. The primary goal of the Activity is to aim to sustain HIV services by strengthening government-led, cost-effective health systems. It supports evidence-based HIV treatment, laboratory services, adherence, and retention, alongside health systems strengthening focused on sustainability, monitoring systems, and the health workforce.

 

The Technical Lead  will oversee the capacity and institution strengthening  portfolio of work and direct the provision of technical assistance and training support to MOH, provincial health offices and local organizations in an array of technical areas including HIV care and treatment, monitoring and evaluation (M&E), organizational development, leadership and coordination. As part of the Activity’s senior leadership team, lead in directing capacity and institution-strengthening efforts assisting partners in developing and implementing comprehensive HIV activities at national, provinces, districts and community levels with the Government of Zambia and other partners. This position will report to the Principal Investigator.

 

**Recruitment is contingent upon successful award of the project, and the selection of the final applicant is subject to USG approval.

 

Accountabilities:

 

  • Lead the project’s partnership development and capacity-strengthening activities, adapt and disseminate relevant partnership assessment tools, and provide technical training and guidance to the project team and partners on capacity-strengthening processes.
  • Providing technical expertise in strengthening the organizational, advocacy, and policy-making capacity of the local organizations
  • Lead the adaptation of relevant partnership engagement and capacity-strengthening tools and platforms, and provide specific technical training, mentoring, and coaching to the project team and partners.
  • Contribute program reports for submission to CDC.
  • Lead training and other institutional development methods to engage local CSOs
  • Provide technical support in the development and execution of systems strengthening to support project activities.
  • Develop adequate monitoring tools for the implementation of the systems and advice course correction where necessary in consultation with the PI.
  • Oversee implementation of robust accountability mechanisms across all project components.
  • Provide technical support for Quality Improvement/Quality Assurance interventions.
  • Ensure close liaison and consultations with internal and external stakeholders to collect and incorporate feedback into project activities.
  • Support capacity building initiatives and provide continuous mentorship to staff and partners at provincial level on systems strengthening.
  • Report on progress made against technical assistance plans.
  • Promote sustainability of project activities with effective networking, coordination, and linkages to other programs, partners, and counterparts.
  • Contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence.
  • Serve as the technical lead and key capacity strengthening technical point of contact for partners, including participation in technical meetings, conferences, working groups, and coordination platforms.

Education & Experience: **

 

  • Master’s Degree or International Equivalent in international development, public health, social sciences, or related fields.
  • Minimum of 12+ years of relevant technical/project management experience (including 8+ years of leadership and line management skills) in progressively increasing responsibility in design and managing complex, large capacity, and institution-strengthening programs.
  • Demonstrated knowledge of capacity-strengthening methodologies at the system, organization, and individual level.
  • Demonstrated experience working with the Government of Zambia, local NGO/CSOs, private and public sector, and other stakeholders in HIV-related areas.
  • Professional training and experience with adult learning methods, training or facilitation, organizational capacity assessments, mapping, and planning.
  • Strong understanding and expertise in HIV.
  • Experience working on USG funded projects and knowledge of reporting requirements and funding parameters.
  • Excellent oral/written communication skills in English.
  • Demonstrated track record of achieving results in a development context and working in teams and fostering partnerships.
  • Demonstrated ability to create and maintain effective working relations with government personnel, stakeholders, and local organizations
