Job Description
Zambart is an independent Zambian research organization with a head office at Ridgeway Campus in Lusaka. Zambart is globally renown for interdisciplinary research of excellence on HIV and Tuberculosis, and has contributed to HIV and TB policy and practice at national and global levels. Zambart’s research portfolio now includes a broader scope of urgent public health issues.
Building on a long history of conducting health-related stigma research and interventions, Zambart is leading on a three-year multi-country project funded in November 2023 by the Bill and Melinda Gates Foundation. The ‘Total Facility Approach: Assessing the Impact on Stigma and HIV Outcomes’ project aims to expand a Total Facility Approach (TFA) to reduce HIV stigma and discrimination in health facilities for all health staff and clients accessing HIV prevention and care services.
The TFA project has three components: 1) implementing and evaluating the impact of the TFA in two Zambian hospitals; 2) developing and evaluating a HIV stigma and discrimination reduction training curricula for nurses and continuing medical education approaches for all health cadres; 3) preparing for integrating the expanded TFA. The project partners in Zambia include Macha Research Trust, and the project will work very closely with a broad range of HIV stakeholders including the Ministry of Health. The project is also being carried out with partners in Ghana and Tanzania, with technical assistance from Research Triangle Institute (RTI) in the US.
At the start of this exciting project, we are looking to immediately fill the following position:
Position: TFA District Administrator
Reporting To: The Human Resources Manager
Job Location: Choma
Duration: Two and half (2.5) year contract starting in March 2024
The TFA district administrator will work closely with the TFA project coordinator (currently being recruited) and with district and provincial partners and stakeholders, and be actively supported by Zambart Head Office staff and the TFA principal investigator. This position is ideal for an experienced administrator with proven integrity and excellent references, and experience with quality administration of health research and health interventions. The post is based in Choma, with some visits to Zambart head office in Lusaka.
Roles and Responsibilities will include but are not limited to:
- Set up a project office in Choma
- Support the recruitment of site project staff (+/- 5 in number)
- Provide administrative leadership for project staff, facilitating an efficient and safe work environment respectful to all staff and partners
- Handle requests for information and data
- Schedule and coordinate meetings, appointments and travel arrangements for the site staff
- Maintain accurate and effective financial controls on the transactions effected within the project
- Ensure that policies, study logistics plans and SOPs are in place
- Understand the different roles of the project district staff and support team coordination
- Facilitate communication and coordination between stakeholders and project staff at all district healthcare facility and community level
- Maintain confidentiality in all matters relating to the project operation ensures the safekeeping of records
- Maintain project inventories and maintenance of office equipment.

Qualifications and experience
- Certification and Diploma in Human Resources Management with experience in logistics management, accounts and administration
- Working experience of the administration of health research and interventions
- Proven knowledge of accounting procedures
- Knowledge of clerical and administrative procedures and systems such as filing and record keeping
- Knowledge of principles and practices of basic office management
- Sensitive to HIV stigma and discrimination issues
- Excellent references and integrity
- Excellent computer skills
- Excellent English language skills
- Knowledge of operation of standard office equipment
- At least 5 years of experience in a similar role
