Opportunity:
Abt Associates is hiring for the anticipated Zambia Integrated HIV and Health Project (ZIHA) which will be an approximately $100 million activity. ZIHA will work in Copperbelt, North Western, and Central provinces to provide comprehensive HIV prevention, care, treatment, and support services for people living with HIV (PLHIV) and will also integrate support for family planning/reproductive health (FP/RH) and maternal, newborn, and child health (MNCH) services.
Under the supervision of the Chief of Party, the Technical DCOP will be responsible for technical oversight of all project activities. He/she will work in close collaboration with government counterparts, USAID/Zambia, implementing partners, and HIV and RMNCH stakeholders to support a range of activities essential to HIV and RMNCH service delivery and integration in Zambia.
Key Roles and Responsibilities:
- Guide the strategic vision for and oversee technical implementation of all project activities;
- Contribute to and oversee the implementation of the project’s HIV and RMNCH integration strategy;
- Oversee the transition from a direct service delivery model to a technical assistance approach in improving the quality of integrated HIV and RMNCH services;
- Guide the co-development and oversee the implementation of capacity building plans targeted towards health facility, local implementing partner, and provincial levels to strengthen service delivery sustainability in Zambia;
- Lead activities to engage the private sector in HIV and RMNCH service delivery improvement and integration;
- Serve as the primary technical point of contact for Government of Zambia, implementing partners, local organizations, and other stakeholders in technical implementation of work plans;
- Ensure that activities are informed through a gender and social inclusion lens and promote equity;
- Lead work plan development and technical project reporting;
- Work with the MEL Director to monitor and evaluate the progress and impact of activities, guide operational research studies, and adapt programming based on iterative learning;
- Work closely with the digital lead to ensure integration of electronic HIV and RMNCH information systems;
- Document and disseminate project results and impacts in various forms, including media stories, lessons learned, case studies, conferences, etc;
- Lead and supervise direct reports with particular focus on their key tasks and the quality of project deliverables.
Preferred Qualifications:
- Medical degree required;
- Strong background in HIV and/or RMNCH required;
- At least 15 years of experience implementing HIV and/or RMNCH programs in Zambia or other countries in Africa;
- Experience with working in direct service delivery and in providing technical assistance;
- Experience building capacity of facilities and provinces to provide HIV and/or RMNCH services;
- Experience with quality improvement of HIV and/or RMNCH services;
- Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy;
- Possess outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills;
- Willingness to travel within the country as needed;
- Oral and written English language required;
Minimum Qualifications:
Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience
