Position: Technical Advisor, Key Populations (Community Mobilization)

Location:  Ndola, Project Office

Reports to: Senior Technical Advisor, KP

We are currently seeking qualified candidates for the position of Technical Advisor, Key Populations (Community Mobilization) for the Stop GBV Now Project Office, Ndola.

 

 

Basic function

The Technical Advisor KP (CM) will oversee the technical implementation of strategies to prevent and respond to gender-based violence among key populations on the Stop GBV Now project.

The position holder will oversee the delivery of high-quality interventions of the KP component for the Stop GBV Now project, including KP-related capacity building activities. The TA KP (CM) will provide technical direction for project staff to achieve all the KP-related intermediate results of the Stop GBV Now project. The position holder will collaborate with other technical leads and advisors within the project to ensure alignment of strategies with project priorities. The position holder will oversee key populations work in all project provinces including ensuring that activities meet stipulated standards, are safe, effective, efficient and are adaptive to emerging evidence from program data and donor priorities. The position holder will participate in review meetings with project staff, stakeholders, and donor as well as attend technical working group meetings. The TA KP (CM) will support training of provincial and district teams in project technical strategies. The position is based in Ndola and will report to the Senior Technical Advisor, KP.

Duties and responsibilities

  • Support the STA KP in the design and technical direction for KP programming on the Stop GBV Now project
  • Ensure the implementation of project strategies in line with innovative and evidence-based global best practices.
  • Implement capacity building efforts related to KP components and skills transfer in all aspects of technical and organizational development for effective and efficient programming for the KP community. Lead innovative approaches to scale -up targeted GBV prevention and response services for KPs.
  • Work with KP communities, and stakeholders to develop creative solutions to address barriers for KPs to access GBV prevention and response services.
  • Guide implementation of all KP-related activities in all provinces in line with work plans and provide inputs into work plan revisions where necessary.
  • Supervise KP programming staff, and monitor performance.
  • Coordinate and manage all technical aspects of the KP program reporting, i.e., workplan, monthly, quarterly, and annual reporting processes, and review meetings.
  • Conduct trainings and facilitate capacity building sessions on various topics relevant to project deliverables including but not limited to GBV response, KP sensitivity, and paralegal training.
  • Contribute to body of new evidence through knowledge sharing platforms, e.g., scientific abstracts to national and international conferences and other dissemination channels.
  • Provide direct supervision to assigned provincial KP coordinators.
  • Represent FHI 360 in key technical working groups (TWG) at provincial and national level and cultivate strong working relationships with project stakeholders.
  • Travel within the province frequently to provide management and oversight for project activities and to other locations in the country as necessary.
  • Perform other duties as assigned.

 

Qualifications and requirements

  • A Bachelor’s degree or higher in Medicine, Public Health, Social and/or Behavioral Sciences or a related field, with specific emphasis on community medicine, community-level health promotion and/or education for key or marginalized populations.
  • Minimum of 8 years’ experience in designing and implementing large-scale GBV and HIV prevention care and support programs for key populations.
  • Experience in technical leadership role for a project of similar size and complexity with direct supervision of professional staff.
  • Demonstrated strategic planning, staff development and capacity building experience.
  • Ability to work well with stakeholders on various sensitive issues including work with key populations.
  • Policy advocacy and community organizing experience for KPs preferred.
  • Extensive experience and solid knowledge in GBV response and HIV prevention, care, and treatment programming/approaches for KP.
  • Ability to advocate and create synergies particularly for KP programming.
  • Demonstrated knowledge of the Zambian health system and community programming for KPs.
  • Excellent communication skills, and strong computer aptitude in Microsoft office applications, such as Word, Excel and PowerPoint are required.
  • Ability to work independently and manage a high-volume workflow.
  • Demonstrated success in multicultural environments is required.
  • Demonstrated ability as a team player.
