Nkana Water Supply and Sanitation Company is a Commercial Water Utility providing quality Water and Sanitation services to its customers in Kitwe, Kalulushi, and Chambishi. The Company has also been mandated to provide water and sanitation services to Lufwanyama. 1. Human Resource Officers (X3)
1.0 Job Purpose
The job holders will provide expert professional advice to staff on all aspects of Performance Management, Staff Training, Employee Relations and Organization Development.
2.0 Job Accountabilities
- Providing support on all matters of staff discipline and grievances.
- Interpret and implement conditions of service in line with the Company policies and procedures to ensure that the institution is functioning within the approved framework.
- Providing support in managing staff performance.
- Investigate and monitor issues that may have a negative impact on employees’ morale and industrial relations.
- Identify individual training and development needs so that members of staff are adequately trained and equipped to perform their duties efficiently and effectively and also preparing company training and development plan.
- Providing support in Recruitment, Placement, Compensation, Retention and Separation of staff.
- Managing the training budget to ensure that costs are within the budget.
3.0 Academic Qualifications
- Full Grade Twelve certificate with at least credits in five (05) ‘O’ Levels including Mathematics and English

2. Engineer – Sanitation
1.0 Job Purpose
To maintain the main trunk sewer network as well as monitor and supervise the transportation of sewage from source to treatment plants to ensure disposal of safe effluent that meet ECZ standards in Company service areas.
2.0 Job Accountabilities
- Monitor the maintenance of sewer network from residential, industrial and commercial sites to the sewerage treatment plants through inspections and reports received from subordinates and/or the general public to ensure that they are maintained in good working conditions.
- Coordinate installation of sewer pipes and new connections for all approved works on the main trunks supervising the works directly or through the Superintendent to ensure specifications are strictly adhered to.
- Advise Zones management in all new connections made so that they could charge for the services.
- Determine material requirements to conduct maintenance, repair and installation works with input from superintendent and submits to Material Coordinator through the Planning Engineer to acquire and provide items.
- Rationalize planned maintenance works with planning and maintenance sections to ensure a coordinated cost-effective approach to maintenance of sewerage plants and maintains sewer line network.
- Coordinate and spearheads the repair and maintenance works of reported blockages, breakages, leaks that cannot be managed by the Zone staff to ensure minimum down time.
3.0 Qualifications and Experience
- Full Grade Twelve certificate with at least credits in five (05) ‘O’ Levels including Mathematics and English
- Bachelor’s Degree in Civil/Mechanical Engineering
- Post Graduate qualification in Project Management will be an added advantage.
- At least three (03) years relevant work experience

3. Senior Procurement Officer
1.0 Job Purpose
Reporting to the Manager Purchasing and Supply, the Senior Procurement Officer partners with stakeholders to plan, develop, source and manage procurement arrangements to effectively meet organizational and business objectives.
2.0 Job Accountabilities
- To undertake a business needs assessment, supply market analysis, and commercial risk assessments to inform procurement planning and sourcing decisions.
- To develop, coordinate and lead sourcing activities to establish supply arrangements that meet business needs.
- To partner with staff from across the organization providing high level advice and guidance to build expertise in procurement, provide governance and improve procurement practice and outcomes.
- To identify, manage and mitigate procurement risks to enable the organization to meet its obligations and maximize business opportunities.
- To document procurement processes, decisions and contractual arrangements fully to provide an audit trail for probity and audit purposes.
- To ensure that all purchasing is in compliance with ZPPA laws and regulations related to purchasing practices and in accordance with company standard practices.
- To assist end users in the preparation of technical specifications for goods, services and works and prepare terms and conditions and evaluation criteria for solicitation documents.
- To promote the Purchasing section as an effective resource for addressing Supply Management issues.
- To be constantly apprised of economic/business situations as they affect purchasing policy; make recommendations to adequately meet those changing conditions.
- To analyze current procurement activities and recommend improvement through more efficient procurement methods, quantity discounts, standardization, and value analysis purchasing.
- To review tenders and purchase award documentation with respect to quality, suitability, delivery, and pricing.
- To prepare and maintain accurate records and documentation on all solicitations, responses, purchases, contracts, correspondence, and related follow-up.
- To expedite outstanding purchase orders to ensure delivery requirements are met.
- To manage current suppliers to improve levels of service and establish new sources of supply.
- Conducting inventory reconciliations together with the Management Accountant on a Quarterly basis.
3.0 Qualifications and Experience
- Full Grade Twelve certificate with at least credits in five (05) ‘O’ Levels including Mathematics and English
- Degree in Purchasing and Supply from a reputable institution or Chartered Institute of Purchasing and Supply (CIPS) Level 6 Professional Diploma
- Registered with the Zambia Institute of Purchasing and Supply (ZIPS) as a Member

4. Stores Issuer
1.0 Job Purpose
Reporting to the Assistant Inventory Controller, to ensure the correct materials are received, in the correct location at the correct time, through proactive supervision of a team at stores, ensure stores processes and procedures are maintained with consistency.
2.0 Job Accountabilities
- Receive materials, checking quality and accuracy against PO’s, prints, and specifications.
- Perform quality inspection checks on received goods and sign appropriate inspection documentation in collaboration with end-users.
- Ensure product is kept to ensure maximum safety to avoid damage to goods delivered.
- Perform regular cycle counting of inventory.
- Perform general inventory control tasks and assist in the year-end stock take special tasks, all in a timely and accurate manner.
- Accurately enter inventory, goods received data and make necessary adjustments on the bid card.
- Contribute to team effort by performing other tasks as appropriate and/or necessary.
- Ensure good storage of received items.
- Checking bin cards and physical stores and ensure replenishment reports are prepared.
- Raise Goods Received Notes and forward them to the procurement officer for signing.
- Stacking of received goods in their appropriate sections and/racks.

5. Laboratory Standards Officer
1.0 Job Purpose
- Enforce all guidelines in line with ISO 17O25 and other internal-laboratory standards.
2.0 Job Accountabilities
- To ensure that all the requirements for the competence of testing are consistent with ISO 17025 requirements.
- To ensure that all equipment not fit for use is labelled accordingly.
- To ensure chemicals are stored according to compatibility.
- To ensure Laboratory/environment temperature is recorded weekly.
- To ensure that procedures for sample handling, transportation and storage are in order to prevent contamination or sample deterioration.
- To ensure that Laboratory reagents and chemicals in the Laboratory are fit for use, well labeled complete with expiry dates.
- To ensure that all expired reagents are disposed of accordingly.
- To ensure documentation consistent with ISO 17025.
- To ensure that all Laboratory instruments/equipment are serviced according to due dates and to have evidence of calibration for all Laboratory equipment/instruments.
- To ensure that inter-lab samples are collected and tested on a scheduled basis and results are available on demand.
- To ensure that the Laboratory Conducts Proficiency Tests once a year.
- To ensure statistical analysis is done on a monthly basis for selected tests
- To ensure that QC samples are used for all analysis.
- To ensure that external samples are received, recorded and stored accordingly.
- To ensure glassware is well washed according to instruction to avoid cross contamination.
- To ensure all external samples are kept after analysis for a period of 14 days before disposal.
- To ensure that instruments that need internal calibrations are done accordingly and evidence available that the service has been done and by whom.
- To carry out any other duties as delegated by the supervisor which can include analysis of selected samples.
- Prepare reports as required/requested.
3.0 Qualifications and Experience
- Full Grade Twelve certificate with at least credits in five (05) ‘O’ Levels including Mathematics and English
- Degree in Chemistry/Biology or any related Sciences
- Two (02) years of working experience in a busy Laboratory

6. Laboratory Technologist
1.0 Job Purpose
To ensure that the Company supplies safe drinking water that meets the requirement of ZABS 190:2010 specifications for drinking water quality, to ensure that the company’s sewage disposal sites are sampled and analysed according to ZEMA effluent discharge conditions as licenced and provide analytical services to external client.
2.0 Job Accountabilities
- To ensure that the company supplies safe drinking water that meets the requirement of ZABS 190:2010 specifications for drinking water quality
- To ensure that the company’s sewage disposal sites are sampled and analyzed according to ZEMA effluent discharge conditions as Licensed
- To provide analytical services to external client
3.0 Skills
- General knowledge of the sewage plant for safe accurate sampling and reporting
- Ability to carry out computations involving analytical calculations
- Ability to work with supervisor and subordinate
4.0 Qualifications and Experience
- Full grade twelve certificate with at least credits in five (05) ‘O’ Levels including Mathematics and English
- Diploma in Science Laboratory Technology
- Two (02) years of working experience in a busy Laboratory
4.0 Principal Accountabilities
- Effectively communicate and discuss problems affecting waste water treatment processes and sewage effluent with the Supervisor
- Exposed to a number of harmful, toxic, and hazardous chemicals in the laboratory and sampling environment
- Supervise and work with one laboratory assistant
- Standing for long hours in the laboratory and driving for long hours when sampling and troubleshooting
- Prepare weekly and monthly feed data for supervisors
7. Electrical Engineer
1.0 Job Purpose
To manage the maintenance of company electrical and Mechanical installations and other infrastructure on all company assets to provide for enhanced, reliable and sustained productivity.
2.0 Job Accountabilities
- Enforce safety and health regulations for safety of employees and equipment.
- Effective Maintenance of company electrical networks, equipment and other installations.
- Sustain a cost-effective maintenance approach, timely procurement of spares compliant to minimum stock level.
- Installation and commissioning of newly procured, rehabilitated/repaired/serviced electro-mechanical equipment, ensuring good working condition at all times.
- Identify and Implement energy efficient strategies to reduce the cost on electrical energy.
- Regular inspection of all electrical installations and pumping systems for safe and usable condition.
- Diagnose and resolve faults, Repair or replace faulty parts in the Company`s electrical systems.
- Effective execution of unplanned and backlog maintenance works if any to enhance and sustain productivity.
- Effective filing of maintenance records.
- Compile and submit cost-reflective annual sectional budget inputs to the Maintenance Manager.
- Safe custody and usage of maintenance tools.
- Identify and recommend training needs among subordinates to enhance effectiveness and reliability.
- Developing and testing electrical system prototypes or simulated events, making modifications if required.
- Prepare and submit daily, weekly, monthly, quarterly, annual maintenance and other reports to Maintenance Manager.
- Efficient utilization and management of company / sectional vehicles in compliance with company transport policy.
- Keep an updated equipment register with respective specifications/Name plate details.
- Other assigned responsibilities.
3.0 Knowledge and Skills
- In-depth understanding of modern Motor and power system protection relays.
- In-depth understanding of electronics and electrical systems, with exposure to maintenance of pump sets
- Ability to read advanced control circuit diagrams with good problem solving and analytical skills
- Working knowledge of Microsoft office Suite. Knowledge in AutoCAD will be an added advantage
5.0 Qualification and Experience
- Full grade twelve certificate with at least credits in five (05) ‘O’ Levels including Mathematics and English
- Bachelor Degree in Electrical and Electronic Engineering
- Five (05) years working experience in maintenance of 11kV, 3.3kV, 550V, 400V electrical systems. Experience in switching is paramount
- Five (05) years working experience in installation, commissioning and maintenance of pump sets and pumping systems. Experience in designing of pumping systems and equipment condition monitoring is commended
- Registered with The Engineering Institution of Zambia (EIZ), and holder of a valid practicing license
- Manual Driver`s license class B and above
8. Quality Assurance Officer
1.0 Job Purpose
To ensure that the company supplies safe drinking water that meets the requirement of ZABS 190:2010 specifications for drinking water quality and ensure that the company’s sewage disposal sites are sampled and analyzed according to ZEMA effluent discharge conditions as Licensed and further provide analytical services to external clients
2.0 Job Accountabilities
- Give effective instructions to subordinates, and to discuss problems affecting water treatment processes and water quality with the Supervisor
- Exposed to a number of harmful, toxic and hazardous chemicals in the laboratory
- Supervise laboratory technologists, standards officer and laboratory assistants
- Standing for long hours in the laboratory and driving for long hours when sampling and troubleshooting
- Preparing work/sampling schedules for staff according to daily job requirements
3.0 Knowledge and Skills:
- General knowledge of the water network coverage for easy location and sampling of residential samples
- Ability to carry out computations involving chemical budgets and analytical calculations
- Ability to provide on-the-job supervision to subordinates
4.0 Qualifications and Experience:
- Full Grade Twelve certificate with at least credits in five (05) ‘O’ Levels including Mathematics and English
- A full Bachelor’s degree in Chemistry or Chemical and Biological Science
- Minimum of three (3) years’ work experience
9. Superintendent – Mechanical
1.0 Job Purpose
To supervise and co-ordinate all mechanical maintenance works on Electro-Mechanical installations, ensure all process equipment-operating parameters are within manufacturer recommendations for assured provision of quality water and sanitation services.
2.0 Job Accountabilities
- Enforce and uphold good safety and occupational health norms at all times in work places as stipulated by company SHEQ policy, while keeping proper records of safety talks, recommendations and activities undertaken
- Supervise maintenance and repair works on Electro-Mechanical equipment and related accessories to sustain water treatment process, enhance productivity, and to meet maintenance compliance and equipment availability targets
- Carryout planned mechanical maintenance activities on plant process equipment and related accessories
- Supervise all subordinates in plant mechanical maintenance activities. This includes contractors engaged to carryout maintenance works in the section
- Efficient completion of PM checklists, breakdown reports; maintenance work orders, Job Cards, equipment performance reports & submission to Mechanical Engineer for further action
- Ensure compliance to minimum stock levels of spares
- Efficient use of maintenance materials during Maintenance, breakdowns and repair works
- Keep safe custody of tools and equipment, carryout quarterly audits on tools and submit reports to Mechanical Engineer and planning office
- Compile and submit to Planning Office sectional annual budget projections and enforce cost effective work practices
- Identify and recommend training needs for artisans to enhance effectiveness and reliability
- Keep updated equipment register and respective specifications
- Timely submission of daily, monthly, quarterly and annual maintenance works to Mechanical Engineer
3.0 Educational Qualification and Industrial Experience
- Full grade twelve certificate with at least credits in five (05) ‘O’ Levels including Mathematics and English
- Diploma in Mechanical Fitting/Machining from a credible and recognized institution. A certificate in electrical appreciation for Mechanical fitters is an advantage
- Five (05) years working experience in maintenance/rehabilitation of centrifugal pumps
- Three (03) years working experience in installation, commissioning and maintenance of pump sets and systems
- Registered with The Engineering Institution of Zambia (EIZ), and holder of a valid practicing license

10. Engineer – Projects: Infrastructure Development
1.0 Job Purpose
To execute capital projects for the Company under the general supervision of the Manager Planning – Infrastructure Development
2.0 Job Accountabilities
- Collects operational field data regarding project requirements to determine the need for the project
- Assists the Manager – Water and Sanitation in analyzing field data to determine whether the need is to expand or control the operations
- Carries out site inspections and supervision of projects being executed by contractors to ensure that specifications are being adhered to
- Assists the Manager – Water and Sanitation in designing new infrastructure and re-designing infrastructure as directed
- Assists the Manager – Water and Sanitation in preparation of Contract Specifications and Bidding Documents in conjunction with Purchasing and Supply Department
- Undertakes arrangement of project liaison meetings ensuring all logistics and programs are in place
- Liaises with City Council to obtain development plans for new residential areas, extension to town, commercial and industrial sites to assess requirement for water and sewer
- Undertakes survey of areas with the aid of specialized equipment such as theodolites and levels satellite GPS Epanet system to obtain necessary data for developing pipe network plans for both water and sewer
- Designs and develops pipe network drawings showing distribution pipe layout from tap point to development site using computer-based application, pumps selection for water and sewer plants applications
3.0 Qualifications and Experience
- Full Grade 12 Certificate with at least credits in five (05) ‘O’ Levels including Mathematics and English
- Bachelor’s Degree in Civil/Mechanical Engineering
- Post Graduate qualification in Project Management will be an added advantage
- At least three (03) years’ relevant work experience
- Must be between 35 and 45 years of age
- Must be a member of the Engineering Institute of Zambia

11. Superintendent – Sanitation – Northern
1.0 Job Purpose
To improve the health status of the community by efficiently minimizing environmental pollution and contamination that may arise from operations of sewage treatment plants, also ensure that all mechanical equipment is operational and defects recorded as well as communicated to the plant superintendents.
2.0 Job Accountabilities
- To participate in section annual budget preparation to ensure the operation works are adequately funded
- To ensure staff safe working environment, availability of materials and necessary safety wear to support operational activities
- To coordinate installation of sewer pipes and new connections to ensure specifications are strictly adhered
- To timely manage all sewer reticulation network in order to ensure efficient conveyance of sewage in a manner to protect the environment and the safety and health of the public
- To safe guide company assets and materials to ensure timely availability of materials, tools and other requisites for efficient sewer network operations,
- To recommend trainings and developmental programs for Sewerage staffs for optimum performance
- To engage stakeholder on sewage operating related challenges so as to ensure commitment to water safety and public welfare
- To recommend changes to the improvement of sanitation policies, procedures and standards
- To coordinate with subordinates so as ensure quick resolution of sewerage related problems, and supervise staff in excavating of sewer lines, pigging, rebuilding of manholes, building new manholes and replacing broken or collapsed sewer pipes
- To prepare, document and file sectional daily sewerage reports to highlight challenges and successes
3.0 Qualifications and Experience
- Full Grade Twelve certificate with at least credits in five (05) ‘O’ Levels including Mathematics and English
- Diploma in Water/Environmental Engineering and/or equivalent from a reputable institution
- At least 1-year experience with the provision of Water and/or Sanitation services
- Valid driver’s license is added advantage
- Member of Engineering Institution of Zambia (EIZ) is added advantage

12. Assistant Payroll Officer
1.0 Job Purpose
To process payroll timely, accurately. Timely deduction of all advances and hire purchases to ensure that no income is lost through non-recovery
2.0 Job Accountabilities
- Comply with Payroll procedural manual on general processing of transactions in Dove payroll system
- Compute Overtime, Shift and Standby allowances for Employees and adjust for Absenteeism.
- Calculate & Pay Gratuity for employees whose contracts comes to an end.
- Reduces the leave taking and recover leave pay for those who take more than accrued leave days
- Manage all Staff loans to ensure minimum salary limit as set by the company is maintained.
- Compile & circulate a list to Human Resource Officers of Employees whose contracts have come to an end
- Calculate Staff loans and other loans for employees
- Send overtime trend analysis and monthly total labour force
- Compute wages using the correct rates/hour for Skilled and Unskilled labour and verify with inputs from Human Resources Officers
- Verify banking details for newly recruited employees
- Ensure all schedules are checked and reviewed by the Senior Payroll Officer before the Human Resources Manager’s signature
- Ensure wages prepared and signed off by respective Heads of Departments timely
- Load employees’ salaries into Online Banking Platforms and ensure that the payment cycle is complete
- File all documents relating to employees and all payroll related activities during the month
- Provide the necessary documentation in relation to fixed term contract employees
- Ensuring that payroll documents are properly kept and stored in line with statutory regulations
- Any other duties as may be assigned by the supervisor
3.0 Technical Skills
- Numerical and analytical skills.

- To ensure compliance to legislation pertaining to environmental management.
2.0 Qualifications and Experience:
- Full Grade 12 Certificate with at least credits in five (05) ‘O’ Levels including Mathematics and English
- A full Bachelor’s degree in Occupational Health and Safety or any other related field
- 3 years’ experience in Occupational Health and Safety Management in a busy industry
- Possession of valid class B driving licence
3.0 Knowledge and Skills:
