JSI Research and Training Institute, Inc. JSI seeks highly qualified and accomplished public health leaders and staff for its USAID DISCOVER-Health Project. USAID DISCOVER-Health aims to improve the lives of Zambians by ensuring equitable access to and use of high-quality HIV, maternal new-born and child health (MNCH), family planning and reproductive health (FP/RH) services and products at the district and community levels. The project also supports the Government of Zambia (GRZ) efforts to address the global COVID-19 epidemic, including accelerating the national rollout and scale-up of COVID-19 vaccination. During the next three years the project is conducting a technical assistance role to the Ministry of Health (MOH) for the provision of integrated health services whilst assisting GRZ in COVID-19 activities as directed by donor USAID.

JSI USAID DISCOVER Health Project is recruiting for the following position:

Job Title: Senior Transport & Logistics Assistant (2 positions)

Location: Lusaka HQ (1); Kabwe (1)

Duration: Full time

Reports to: Fleet Manager or Hub Manager respectively

Main Responsibilities

  •  Inspection of motor vehicle equipment on a regular basis and ensuring that each TLA maintains the tools allocated to his/her vehicle.
  • Dispatch and scheduling of Drivers and motor vehicles
  • Refueling of motor vehicles and accompanying the drivers to the Filling station when refueling to ensure accountability and custody of refueling invoices. ( to alternate with Fleet Coordinator, Finance and Admin Officer or Technical staff involved)
  • Responsible for all Tom Card usage before and after refueling and return them to the Hub manager for safe custody. The Hub STLA to report immediately any loss or missing Tom Card for immediate action.
  •  Hub STLAs shall ensure that completed vehicle logs are collected on a weekly basis and filed accordingly for use in the Fuel analysis process. These will be submitted to the RSTLA for onward processing
  • Hub STLA are expected to collect Tom card and filing station receipts for their Hub on a weekly basis and submitted to the RSTLA for checks before submission to the Fleet Coordinator accordingly
  • Scheduling of motor vehicles and maintenance of vehicle movement board to meet programmatic and operational needs for the Project
  • Maintain and update motor vehicle administrative files for each vehicle
  • Hub STLA’s shall produce Hub leave schedule and sent to RSTLA for consolidation into the regional report.
  • Maintain a record of all incident reports and ensure follow-through for Police reports where necessary on all motor vehicles in the Hub. Communicate All incidences to RSTLA immediately
  • Ensure all TLAs in the Hub abide by all policies and procedures as per Transport policy
  • Carry out other duties necessary to accomplish USAID DISCOVER-HEALTH objectives, assigned by the Supervisor

Knowledge  and Skills Requirements

  • Grade 12 plus at minimum a Certificate in Logistics and Transport Management or its equivalent.
  •  Three years’ experience in vehicle fleet management preferred
  • Supervisory experience, preferred
  • Membership to the Chartered Institute of Logistics and Transport, CILT, preferred.
  • Working technical knowledge of Toyota Land Cruiser and Toyota Hilux vehicles, strongly preferred, will be a plus.
  • Computer literate; strong MS-Excel and MS Word skills
  • Good spoken and written English
  • Valid drivers’ license and extensive driving experience with a Clean driving record
  • Strong organizational skills
  • Ability to work simultaneously on multiple tasks
  • Ability to work as part of a team and coordinate with project personnel
