Reports to: Stop GBV Now Chief of Party and FHI 360 Country Representative

We are currently seeking qualified candidates for the position of Senior Technical Advisor, Key Populations for the Stop GBV Now Project Office, Ndola.

Basic function
The STA KP will directly support the COP in the design, roll-out and day-to-day management and implementation of project strategies focused on prevention and response to GBV among key populations as well as broad based systems strengthening activities. The position holder will support the COP to lead, manage, and oversee the KP component for the Stop GBV Now project, including on KP-related capacity building activities. The STA KP will be accountable for achieving all the KP-related intermediate results of the Stop GBV Now project. The position holder will supervise technical and programmatic staff and ensure that these teams build on current systems for efficient implementation. The STA KP will contribute to and ensure KP elements are adequately captured in work planning, monthly, quarterly, and annual reporting processes. The position holder will participate in review meetings with project staff, stakeholders, and donor as well as attend technical working group meetings. This position reports within the project to the Chief of Party and administratively to the FHI 360 Country Representative.
Duties and responsibilities
- Overall responsibility for the design and technical direction for KP programming, including program management, budget management, and grants management, in liaison with the COP, project senior management team (SMT) and local and global technical units.
- Provide expert technical advice to the COP, SMT, KP project staff on KP programming, using innovative and evidence-based global best practices.
- Guide all capacity building efforts related to KP components and skills transfer in all aspects of technical and organizational development for effective and efficient programming for the KP community. Lead innovative approaches to scale -up targeted GBV prevention and response services for KPs.
- Engage with KP communities, and stakeholders to develop creative solutions to address barriers for KPs to access GBV prevention and response services.
- Ensure all KP-related activities are on track with work plans and are within budgets for overall high quality KP programming in collaboration with the COP, grants and contracts, and financial teams.
- Supervise KP programming staff, and monitor performance.
- Coordinate and manage all technical aspects of the KP program reporting, i.e., workplan, monthly, quarterly, and annual reporting processes, and review meetings.
- Represent FHI 360 in key technical working groups (TWG) at provincial and national level and cultivate strong working relationships with project stakeholders.
- Travel within the province frequently to provide management and oversight for project activities and to other locations in the country as necessary.
- Perform other duties as assigned.
Qualifications and requirements
- MBBS, or a Master’s degree or higher in Public Health, Social and/or Behavioral Sciences or a related field, with specific emphasis on community medicine, community-level health promotion and/or education for key or marginalized populations.
- Minimum of 10 years’ experience in designing and implementing large-scale GBV and HIV prevention care and support programs for key populations.
- Experience in technical leadership/management role for a project of similar size and complexity with direct supervision of professional staff.
- Management experience with different USG funding mechanisms preferred.
- Demonstrated strategic planning, staff development and capacity building experience.
- Ability to work well with stakeholders on various sensitive issues including work with key populations.
- Experience in managing KP sub partners and/or sub-award management.
- Policy advocacy and community organizing experience for KPs preferred.
- Extensive experience and solid knowledge in GBV response and HIV prevention, care, and treatment programming/approaches for KP.
- Ability to advocate and create synergies particularly for KP programming.
- Demonstrated knowledge of the Zambian health system and community programming for KPs.
- Excellent communication skills, and strong computer aptitude in Microsoft office applications, such as Word, Excel and PowerPoint are required.
- Ability to work independently and manage a high-volume workflow.
- Demonstrated success in multicultural environments is required.
- Demonstrated ability as a team player.
