Background:
The USAID Zambia Accessible Markets for Health (ZAM-Health) Activity is a five-year project to expand the availability and accessibility of high-quality health products and services in the private sector, improve health knowledge, and increase the adoption of healthy and health-seeking behaviors. The program will employ private sector approaches such as marketing, social franchising, and partnerships with for-profit entities to achieve these outcomes. USAID ZAM-Health is implemented by Coalition Health Zambia (CHZ) in partnership with JSI Research & Training Institute, Inc. (JSI), Mopani Copper Mines, and PharmAccess.
Position Description:
CHZ seeks a dynamic and highly experienced candidate for the position of Senior Accountant to be based in Lusaka, Zambia. The Senior Accountant will support the finance team in the oversight of all JSH financial activities. S/he will manage project finances, work closely with the finance team (including Accountants) in the Lusaka office, and provide financial oversight and support to regional offices in Copperbelt, Central, and Southern provinces. This position will report to the Finance Manager and help achieve the project’s goals and objectives.
Roles and Responsibilities, but not limited to:
- Perform staff advances analysis, reporting, and follow-up on retirements and all expenditure reports
- Prepare payments for sub-recipients monthly and liaise with Grants and Compliance to ensure timely advances, reconciliations, and/or invoicing
- Liquidate the advances for forward-funded sub-recipients in QuickBooks with approved sub-recipient invoice payment forms which are supported by signed financial reports, payment vouchers, invoices, and receipts
- Post financial data into QuickBooks and participate in monthly and yearly accounts closure of QuickBooks
- Support the Finance Manager with the preparation of monthly reconciliation of all control accounts and month-end reports
- Monitor and report on program-related vendor payments and obligations, including weekly reviews of payables/receivables age analysis
- Provide a first-level review of all invoices, advances and reimbursements, cheques, and wire transfer payments
- Work with the Procurement team to ensure compliance with the operations manual, that invoices are paid in a timely manner, and escalate any delays of vendor payments/other issues to the Finance Manager
- Perform cash flow management and treasury duties by monitoring bank accounts, initiating transfers, negotiating exchange rates for foreign currency transactions, and preparing cash flow forecasts and expenditure analysis for planning purposes to ensure liquidity
- Ensure compliance with all project statutory requirements, including WHT
- Assist with internal and external audits and reporting
- Support the Finance Manager in ensuring financial and month-end reporting are concluded and submitted to senior management by the 10th of every month on a timely basis
- Manage and maintain program trackers for vendors
- Review all monthly company GL reports to ensure that the allocations are correct, and journals passed for any misposts
- Regularly review accounting transactions to ensure costs are allowable and reasonable
- Support the Finance Manager in the financial reporting process to donors
- Post Journal entries
- Conduct a weekly review of vendor invoices
- Stay alert for continuous developments in the financial management systems, and inform the supervisor and management of imminent changes in the operating environment
- Perform other duties as assigned by the Finance Manager or other senior staff
Qualifications:
- Degree in Accounting/Finance, ACCA Part III/CIMA Part III, or related
- A minimum of 5 – 7 years of working experience with a USAID-funded organization
- Excellent verbal and written English
- Ability to take initiative and lead teams. Supervisory, coaching, and management experience are required
- Strong computer skills including QuickBooks, Excel, Word, and PowerPoint applications
- The ability to work under pressure with minimal supervision and demonstrate discretion with common sense in discharging assigned responsibilities
- Audit and investigations skills
- Excellent organizational skills, detail-oriented, and a high degree of accuracy
- Experience in accounting for projects funded by international donors (knowledge of USAID regulations preferred)
- Demonstrated strong leadership and supervisory skills
- Strong team player
