REGIONAL SOCIAL ECONOMIC SERVICES COORDINATOR
The USAID/Empowered Children and Adolescent Program I (USAID/ECAP I) works to mitigate against the impact of HIV and improve the health and well-being of Vulnerable Children and Adolescents (VCA) through the delivery of high-impact, evidence-based, and age-appropriate interventions with a family-centered, customized approach for each VCA sub-population. The activity is being implemented by the Catholic Medical Mission Board Zambia (CMMB-Z) in partnership with Pact Zambia, Grassroots Soccer (GRS), and the Catholic Medical Mission Board Inc.
About the Project
CMMB Zambia has been implementing a USAID project, Empowered Children and Adolescents Program I (USAID/ECAP I) since September 30, 2020. The project will continue and is scheduled to end on September 29, 2025. USAID/ECAP I seeks to improve the social and health outcomes of vulnerable households in the high HIV burden districts of Chingola, Kitwe, Luanshya, Ndola, and Mufulira in Copperbelt province, Solwezi district in North-Western province, Mansa and Nchelenge districts in Luapula Province and Kasama and Mbala in Northern Province.
USAID/ECAP I is inviting applications from suitably qualified individuals with relevant experience for the following position aimed at contributing to the strategic vision of the USAID/ECAP I Project.
Job Title: Regional Social Economic Services Coordinator

POSITION SUMMARY
The Regional Social Economic Services Coordinator will oversee the development and implementation of Social Economic Services in the USAID Empowered Children and Adolescents Program I (ECAP I), ensuring that these services respond to the needs of the intended VCAs and their Caregivers in accordance with the program objectives. S/he will have overall responsibility and lead the Social Economic Services component of the program. S/he will be responsible for ensuring that Social Economic Services activities are integrated into all areas of the program including implementation. This includes provision of technical support related to all Social Economic Services, including the training and mentoring of USAID ECAP I technical leads at PMU and District Staff, CESPF and Case workers, MoH/MCDSS staff, other community IPs, and training education providers in Social Economic Services and support and care for vulnerable children and adolescents (VCA) and their families.
He/She will also be responsible for the oversight of private sector engagement activities in the assigned region. The core program components for which this position provides leadership and oversight include; Total Market Approaches to private sector engagement in the provision of products and services. This position will report to the Community Services Linkage Manager Based at Project Management Unity (PMU) in Ndola.
RESPONSIBILITIES
Identify and develop appropriately supervised approaches for providing Social Economic Services to project beneficiaries, including C/ALHIV and their Caregivers by project team that include Case through referrals or direct service delivery
Adapt best practices in the provision of Social Economic Services to C/ALHIV and their Sibling to meet the particular context of the ECAP I project’s target population within the comprehensive package of services for VCA and ensure alignment with evidence-based recommendations from PEPFAR on Social Economic Services, care and support programming for VCA.
Provide technical assistance and capacity building in line with identified needs for the provision of high-quality psycho-social services including Tisamala Teen Mentors’ activities, Mbuya DAISEY Caregiver HIV Status Disclosure support, Children Support Groups, Trauma Focused Cognitive Behavioural Counselling and Healthy Homes Positive Parenting activities.
Ensures that ECAP I project manuals and related forms are followed and ensure staff are trained on the use. Liaises as necessary with the Community Services and Linkage Manager to be in line with overall project guidance.
Develop and maintain strong and collaborative working relationships with implementing partners, government departments, service providers, and other stakeholders to ensure the achievement of the project’s Social Economic objectives and targets.
Participate in the development of project work plans, reports, success stories, or other products related to the provision of, and results achieved in Social Economic Services.
Provides technical leadership in designing and implementing private sector activities based on market data, to advance the project’s objectives
Contributes to market analysis and segmentation for private sector health service delivery and product marketing and distribution and works closely with the project SI team to monitor trends in the growth of the private sector.
Ensures lessons learned, best practices and success stories are documented and applied to introduce and scale new products, and to expand access to existing products and services.
Ensures timely preparation of all necessary reports from the region, and especially inputs to monthly, quarterly, semi-annual and annual reports.
Performs other duties as assigned by the Community Services and Linkage Manager or other senior project staff.
MINIMUM REQUIREMENTS
Bachelor’s degree in Social Work, Public Health or any other Social Science or field of study related to the program scope of work required.
Minimum of 5 years of experience working in global health, health policy, private health sector, market systems, healthcare management consulting or other relevant private and public sector experience.
Demonstrated experience successfully engaging with public and private sector partners. Excellent networking, negotiation, and relationship building skills.
Knowledge of project planning, health systems, market development, public-private partnerships, economics, financing, and capacity development, especially in developing countries or emerging markets.
Ability to identify key trends from complex and ambiguous datasets.
Demonstrated ability to supervise staff, excellent verbal and written communication skills, and strong interpersonal skills.
Previous work experience with USAID /or PEPFAR-funded health programming preferred.
Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes.
