Department

Program Operations (PrOps) – Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. The Program Operations teams contribute to realizing this by: ensuring effective project management through supporting project startups, implementation, reporting and financial management as well as closeouts; portfolio coordination: providing a coordinating role across departments in DC that support country offices and programs; working with country teams to develop, refine and pursue their strategies by leveraging technical knowledge (our own and others) and supporting business development as needed; knowledge sharing and learning: enhancing communication between country offices and DC-based teams to ensure better understanding of the diverse operating environments and program approaches.

Position Overview

Pact is recruiting a Regional Mining Technical Advisor for an upcoming 4.5 year, USDOL-funded children labor reduction project in critical mineral-producing communities in Zambia. The project will aim to achieve the following outcomes: (1) Increased capacity of government to address child labor and forced labor in critical mineral producing communities and (2) Increased resiliency of members of vulnerable households in communities producing critical minerals.

 

Reporting to the Project Director, the Regional Mining and Technical Advisor to support the goals of the project, with an emphasis on identifying and responding to child labor (anyone under 18 years old) and other labor issues on mine sites.

This position is contingent upon award.

Key Responsibilities

  • Detect and identify child labor and forced labor in the project footprint and create individual action plans
  • Work with mine owners, operators, contractors, workers, unions, relevant village committees, and other key stakeholders, on project activities, resources, and protocols
  • Work with law enforcement and others on detection, appropriate response strategies, and best practice in follow up
  • Coordinate and engage with regional and/or national action plans to eliminate child labor. Under the direction of the Project Director, identify and action appropriate project linkages.
  • Partner closely with key government agencies in the project footprint.
  • In close coordination with Pact’s child protection technical advisors, lead knowledge-sharing and links with Pact DRC, Pact Zambia, and Pact Madagascar projects that are also working on these issues in mining communities.
  • Ensure all project work with vulnerable populations aligns with existing Pact policies, donor policies, and Zambian law.

Basic Requirements

  • Minimum of three years of experience working with regional institutions in Sub-Saharan Africa, such as SADC or the African Union.
  • Experience working with the mining sector, including with a focus on ASM.
  • Minimum of three years professional experience working on issues related to child labor and forced labor, including coordination, development, implementation, promotion, and/or monitoring and evaluations of regional and/or national action plans to eliminate child labor.
  • Proven track record of overseeing projects and authoring materials related to building the capacity of government or policy entities.
  • Experience in working to improve cooperation between national governments and in supporting coordination in the mining sector.
  • Fluency in English and French required.
  • Must be available for travel within Zambia and be able to work in remote locations and in the rustic conditions typical of ASM sites.
  • Must interact with ASM and vulnerable communities with the utmost respect and care.

 

Preferred Qualifications

  • Zambia work experience preferred. Zambian National preferred.
  • Applicants will ideally be located within commuting distance to the project.
