Project summary
Pact seeks to hire highly qualified and accomplished individuals for the United States Agency for International Development (USAID)/PEPFAR-funded Zambia Integrated Health HIV Activity – (ZIH) Project. The five-year project which will be led by Pact in partnership with Center for Infectious Disease Research in Zambia, Circles of Hope, Mothers2Mothers, Coper Rose Zambia, Zambia Network of Young People Living with HIV – and a US small business, Viamo. Integrated Health will improve health outcomes of Zambians through equitable access to high-quality health services in the areas of client-centered HIV, Tuberculosis; Maternal; Newborn and Child Health, Family Planning and Reproductive Health. It will reduce mortality, morbidity, and HIV transmission for sub-populations in Northwestern, Copperbelt, and Central Provinces. Pact will work closely with the Zambian Ministry of Health to attain the country’s goal of reaching HIV epidemic control (95-95-95) by 2030. The activity will be delivered through three main components namely:
- Increase coverage of comprehensive and person-centered HIV, TB/HIV, FP/RH, MNCH prevention, diagnosis, care, treatment and support services in both communities and health facilities.
- Increase utilization of community and facility-based quality and person-centered integrated HIV, TB/HIV, FP/RH, MNCH services; and
- Increase capacities of Provincial and District Health Offices to improve quality and sustain Direct Service Delivery of integrated HIV, TB/HIV, FP/RH, MNCH during and beyond the life of the activity.
Job summary
The incumbent will function as a liaison between the PHO, DHO and ZIH to coordinate the cooperation and communication between the institutions. In collaboration with the PHO and other stakeholders, he/she will strategically plan, oversee and support implementation of the HIV FP/RH/MNCH and HIV/TB program with a view of reaching and maintaining the 95 – 95 – 95 targets.
Key responsibilities
- Provide provincial-level leadership and technical guidance for the USAID Zambia Integrated Health (ZIH)
- Supervise provincial-level technical staff and work with the Provincial Hub Manager to develop an effective prevention, treatment and care model, ensuring that the program is aligned with national guidelines (e.g. HTS, PMTCT, VMMC, ART, PrEP, TB/HIV Co-infection, SRMNH and Family Planning
- Build technical capacity of Ministry of Health workers through training, facility-based mentorship and general health systems strengthening through supply of job aids, standard operating procedures, medical and laboratory equipment as well as infrastructure refurbishments where applicable
- Lead and support the monitoring of the clinical services strategy across the province.
- Foster good working relationships and teamwork with staff and volunteers in all departments.
- Be responsible for the standards of clinical care provided by clinical staff.
- Coordinates logistics related to availability of both human and material resources within the ZIH provincial office.
- Ensures that continuous staff development takes place, required for the task, focused on improved staff motivation and retention.
- Provides oversight to ensure accountable and transparent resource management.
- Responsible for creating a realistic project budget and tracking expenditures and reviewing all project expenses on technical implementation, in line with USG regulations.
- Responsible for constantly identifying areas for cost saving and efficiencies so that the project can have the greatest health impact possible within its given budget.
- Works with the Provincial Hub Manager to ensure compliance with U.S. government/ donor and ZIH regulations and guidelines.
- Develop and submit all program reports and requirements within stipulated time frames.
Required qualifications, Skills, Knowledge and Abilities:
- Registered Medical Doctor, Medical Licentiate, Clinical Officer or Nurse, with a master’s in health-related field (MPH, Epidemiology etc)
- Five or more years of demonstrated experience in HIV/TB/RMNCHAN program implementation
- Demonstrated understanding of the principles of HIV healthcare
- Demonstrated experience in health systems programming and/or health systems research.
- Ability to coach, mentor and develop technical capacity in regional and national programs and technical staff in the areas of HIV FP/RH/MNCH and HIV/TB program.
- Detailed working knowledge of technical guidelines, best practices, and innovations in HIV FP/RH/MNCH and HIV/TB program approaches designed for service integration
- Proven team leadership skills and team player.
- Prior experience working with national/international NGOs and public sector institutions, including the MOH.
- Proven ability to work collaboratively with colleagues in project implementation, excellent interpersonal skills.
- Excellent verbal, written and presentation skills.
- Good computer skills, including competence in MS Office and internet/e-mail.
- Willingness to travel extensively in the districts of support.
