Job Description
This position exists to provide provincial and district health teams with technical support with regards to USAID ZIH sustainability, transition, and private sector engagement as outlines in the project scope. The Sustainability and Transition Advisor will work with project and MoH teams strengthen capacities at health facility, district, and provincial level with close cooperation with the Ministry Health demonstrating that needed health system capacities have been strengthened at these levels for full project transition. The role is expected to engage with private sector entities in the respective provinces ensuring that USAID ZIH services are provided within agreed upon framework of operation in both Mine hospitals and private sector facilities in the provinces of operation. This will be a provincial level position and will be reporting to the Senior Technical Advisor for Sustainability and Transition

JOB DESCRIPTION
Establish collaborative partnerships and engage with key staff in counterpart institutions, including but not limited to: Provincial Health Office, District Health Offices, Private Health care facilities, Mine hospitals, USAID Zambia provincial office (HSS Division, Family health Division, TB and HIV Division).
Gain a deep understanding of the MoHs goals, plans, strategies, priorities, motivations, expectations, and needs at province, district, facility, and community levels.
Provide technical support for policy implementation, monitoring and evaluation, and coordination with PHOs and DHOs on the dissemination of health policies, guidelines, data collection/reporting tools, communication materials, and job aides.
Support USAID ZIH project to build capacities across all levels of government, including preparations for a gradual HRH transition to the MoH for direct service delivery (DSD)
Support the MoH at province and district levels to implement the joint transition workplan aligned with USAID ZIH project priorities
In collaboration with USAID ZIH senior technical advisor and other senior staff, revise the project’s provincial transition plans, including translating goals into specific activities to be implemented over the course of the project’s timeline, budget, and milestones
Collaborate with USAID ZIH staff across different teams and within the project consortium including subgrantees
Facilitate routine dialogue with MoH teams at provincial, district, facility and community levels ensuring activities are aligned with transition and sustainability goals/plan and to review transition goals/plan as needed
Providing key input to USAID ZIH project routine planning and activities to guide the project towards its sustainability and transition goals
Collaborate with the provincial health teams to ensuring open transparent engagement including advocacy for a successful implementation of transition plan
Contribute to the capacity development of the GRZ and community-based structures and institutions including the development/revision of capacity development tools for and assessment tools in line with USAID ZIH project transition vision
Stay abreast of latest global evidence and experiences related to transition from PEPFAR/USAID programs and incorporate relevant lessons learned into USAID ZIH project transition plan
Contribute to the development and implementation of transition monitoring plan including key indicators and milestones ensuring that transition implementation is on course.
To continuously engage with private entities in the three provinces ensuring that a good working relationship is sustained and that USIAD ZIH clients continue receiving services as agreed upon
Report to the senior technical Advisor for sustainability and transition as well as provide provincial level updates and reports on the progress towards transition.
Document the transition activities and disseminate progress and results as a way of promoting shared learning
CANDIDATE SPECIFICATION
Experience: 5 years plus
Education Level: Masters Degree
Qualifications: Master’s degree in public health, public administration, organizational development, health fields, or another related field
Software: MS Office
Knowledge Of: Zambian health system, international development and donor-funded programs, HIV service delivery approaches required, health-related donor funded projects. Familiarity with USAID/PEPFAR-funded projects will be an advantage
Skills To: Strong analytical, negotiation and communication skills, including ability to produce high quality reports and knowledge products
Ability To: Translate vision and goals into effective actions and develop plans, work under pressure and meet narrow deadlines.
Other Requirements: Experience engaging the corporate or private sector, private health service providers and ability to articulate concepts with a view to establishing partnerships for service delivery
