SUMMARY

Job Title: Project Officer-Economic Governance

Overall Reporting to: Programmes Manager

Programme Reporting to: Programme Coordinator

Overall Purpose: The project Officer who will be responsible for the day to day running of the Advocacy for Transparency and Advocacy in Debt Management in Zambia Project. The Officer will therefore ensure effective implementation of the project and timely achievement of its objectives.

Duration: 2 years (renewable) fixed position.

Location: Lusaka Head Office.

The Civil Society for Poverty Reduction (CSPR) and Debt CSOs Alliance with the support from OSF has embarked on a Two-Year Project aimed at advocating for improved debt management through enhanced transparency and accountability: Civil Society strengthening and community participation.

We are therefore recruiting a Project Officer who will be responsible for planning and coordinating project activities, including scheduling, reporting and document control. This is a full- time position to be stationed at CSPR Secretariat with frequent travel to Project sites in Southern Province.

KEY AREAS OF RESPONSIBILITY AND ACCOUNTABILITY

The Major responsibilities will involve the following:

  • Prepare project work plans (Annual and Quarterly) and ensure that all activities implemented according to the planned schedule.
  • Compiling and submitting of quality and high standard Annual, Biannual, Quarterly and Monthly Project Narrative Reports to the Programmes Coordinator.
  • Generating and submitting weekly and monthly updates on activities undertaken to the Programmes Coordinator for use by management in making key programmatic decisions.
  • Support the Accounts officer in the preparation of Finance Reports.
  • Ensure timely requests and retirements of all project funds spent.
  •  Supervise the project assistants at the Provincial level in their implementation of activities.
  • Maintain open communication links with project focal points from other implementing partners to facilitate effective implementation of activities:
  • Assisting the Programme Coordinator and Programmes Manager with monitoring and evaluation of the project.
  • Providing contextual background for police advisory papers and briefing notes including research and analysis of data around the debt situation in the country.
  • In consultation with the Programme Coordinator and Programmes Manager, provide necessary support to short – term consultants to insure timely delivery of the contracted works and tasks.
  • Providing strategic suggestions on decisions related to project implementation, ensuring they are made in a participatory and collective manner.
  • Assisting the Programme Coordinator, Programmes Manager and the Accounts Officer in managing the project budget.

Other

  • Perform other relevant tasks as may be reasonably assigned by the Programmes Manager and Executive Director.

MINIMUM ELIGIBILITY REQUIREMENTS

  •  Public Finance Management Certificate, bachelor’s degree in economics or Master’s Degree and Grade 12 Certificate from a reputable institution

PROFESSIONAL COMPENTENCES AND PERSONAL ATTRIBUTES

  •  Preferably 3 years NGO experience
