The Zambia Environmental Management Agency (“ZEMA”) is a statutory body established under the Environmental Management Act (“EMA”) No. 12 of 2011 whose mandate is to do all such things as are necessary to ensure the sustainable management of natural resources and protection of the environment, and the prevention and control of pollution. In pursuance of its mandate, ZEMA is now inviting applications from visionary, competent and experienced Zambian Citizens to fill the following positions;

PROJECT MANAGER-CHEMICALS AND WASTE MANAGEMENT PROGRAMME

The Chemicals and Waste Management Programme (also known as the Special Programme”) is a specific initiative under United Nations Environmental Programme (UNEP) that focuses on addressing the challenges of chemicals and waste management. The main aim of the Special Programme is to provide support to developing countries and countries with economies in transition to enhance their sustainable institutional capacity to develop, adopt, monitor and enforce policy, legislation and regulation for effective frameworks for the implementation of the Global Framework on Chemicals (formally referred to as SAICM), the Basel, Rotterdam and Stockholm, and Minamata Conventions.

1.1 Job Purpose

The Project Manager will be responsible for overseeing and implementing chemicals and waste portfolio projects at ZEMA. This role involves ensuring successful project completion within budget, on time, and to high quality standards. The Project Manager will coordinate with stakeholders, manage project activities, and report progress to project sponsors.

1.2 Main Duties and Responsibilities (without Limitation)

  • Develop and implement comprehensive project plans, including timelines, milestones, and resource allocation.
  • Monitor project progress and identify potential risks or issues.
  • Develop strategies to mitigate risks and ensure project success.
  • Prepare and submit regular technical progress reports to stakeholders.
  • Build and maintain relationships with project stakeholders.
  • Facilitate effective communication and collaboration among stakeholders.
  • Address stakeholder concerns and resolve conflicts.
  • Lead and manage a multidisciplinary project team.
  • Delegate tasks and responsibilities appropriately.
  • Provide guidance and support to team members.
  • Develop project work plans and manage the project budget and ensure efficient and
    effective utilization of project funds.
  • Monitor expenditures and track revenue.
  • Prepare financial reports as required
  • Oversee the technical aspects of the project to ensure quality deliverables.
  • Provide guidance and support to technical experts.

1.3 Qualifications and Experience:

  • Degree in project management, environmental science, or a related field.
  • Minimum 5 years of experience in project management, preferably in the environmental or sustainability sector.
  • Strong understanding of project management methodologies.
  • Proven ability to lead and manage teams.
  • Excellent communication and interpersonal skills.
  • Strong analytical and problem-solving skills.
  • Experience working with government agencies and NGOs.
  • Knowledge of environmental regulations and policies in Zambia.

1.4 Additional Desired Skills:

  • Experience in chemicals and waste management.
  • Knowledge of Multilateral Environmental Agreements for which Zambia is a part (e.g.,
    Basel, Rotterdam, Stockholm, Minamata).
  • Proficiency in data analysis and reporting.
