CARE International in Zambia and its programme partners will implement a BMU-IKI funded project: Community-Based Adaptation: Scaling up Community Action for Livelihoods and Ecosystems in Southern Africa and Beyond (CBA-SCALE Southern Africa+) between 2023 and 2028. The overall objective of the intervention is to build climate resilience, including: the integration of adaptation (incl. disaster risk reduction) in policies, planning and budgets at different levels; promote actions to build climate resilience and address climate risks in key sectors such as water, agriculture, fisheries; strengthening climate information, early warning and disaster management systems; and ecosystem and biodiversity protection; among others. The expected outcome of the project is increased resilience to climate change, for all genders and social groups, in all the 12 wards of Zimba district. Inclusive, gender-responsive and nature-based planning and implementation of CBA actions will target all the 12 wards of Zimba district in managing climate-related risks to human security, livelihoods, and food security.

Job Summary
The Project Management Coordinator-CBA-SCALE will take charge of and carry out project control and process management activities, which form part of the project leadership’s oversight structure that contributes to the successful delivery of CBA-SCALE project.
S/he will provide coordinated technical support in community based adaptation programming focusing on planning & budgeting, implementation, and monitoring of the interventions. Liaison with current and potential donors, relevant GRZ ministries, international and local NGOs and other stakeholders involved in community-based adaptation programming will be required.
Duties and Responsibilities:
- Supports the development, selection and/or adoption of guidelines, tools and models to aid Disaster Risk Reduction, Livelihoods, Markets, Agriculture and Natural Resources Management (ANRM) within project implementation.
- Provides technical support, design and implementation review to all project staff and escalates matters requiring follow-up by project leadership.
- Provides field support to project staff through conducting on-site inspections, provides training and allocates tasks to project staff; generates or arranges for the acquisition of any technical information.
- Assess and supports activity implementation to ensure that the programme is within scope, time, and budget.
- Ensures that appropriate information, education, and communication (IEC) materials are designed and in place for effective implementation of programs.
- Participates in the staff orientation and in building capacity of technical staff through coaching and mentoring, also Provides input in their performance appraisals.
- Facilitates Training of Trainers (TOT) of partners, technical program staff and other stakeholders
- Represent CBA-SCALE in relevant key meetings at various levels.
- Build and maintain technical relationship with internal and external partners/stakeholders for enhanced collaboration.
- Reviews data collection tools to generate lessons learnt for program improvement and uses it to inform programming.
- Consolidates and reviews reports for timely submission and manages data bases for project.
- Mainstreams gender at all levels of project implementation.
- Assumes accountability for CBA-SCALE assets dedicated to assigned community development project and implements the necessary practices and procedures to ensure their safekeeping and authorized usage.
- Network and collaborate with other actors to strengthen the ability to achieve community-based adaptation goals.
- Document best practices and human-interest stories to publicize project achievements.
- Participate in the CARE-wide as well as sector-wide forums, to share experiences, learn and influence.
- Carries out any other duties assigned by supervisor.
Qualifications, experience, and personal attributes:
- Possess a university degree in Agriculture, Agroforestry, Natural Resources Management or other relevant natural sciences.
- 3 – 5 years’ experience in a similar role as described above.
- Experience in community-based adaptation to climate change, agriculture and natural resources management, input and output markets and disaster risk reduction.
- Well-developed facilitation skills.
- Skills and experience in developing manuals and training materials.
- Skills in MS Excel
- Is self-directed, enjoys autonomy, and produces quality results with minimal supervision and/or support.
- Is resilient and able to thrive in a matrix structure and handle ambiguity with positivity.
- Invests in self-development, willing to learn, and continuously improves.
