Program Coordinator –  HIV Prevention, Care, and Treatment Services

John Snow, Inc. (JSI) seeks highly qualified and accomplished public health leaders and providers for the United States Agency for International Development (USAID)/PEPFAR-funded Supporting an AIDS-Free Era (SAFE) Project in Zambia. The five-year project which is led by JSI in partnership with Abt Associates, mothers2mothers, and the Catholic Medical Mission Board, works to reduce HIV mortality, morbidity and transmission, while improving nutrition outcomes and family planning integration in three provinces: Central, Copperbelt, and North-Western. USAID/PEPFAR SAFE works with the GRZ, private sector and civil society institutions at the national, provincial, and district level to increase access to ART for HIV positive adults and children, reduce the incidence of new infections, improve Nutritional Assessment, Counseling and Services (NACS), family planning services, Cervical Cancer Screening Services and increase the capacity of local health institutions to better serve affected populations.

Job Summary:

Reporting to the Provincial Clinical Director, the program coordinator will serve as the overall technical lead and supervisor at district level overseeing selected facilities for interventions for the USAID SAFE project. He / She will lead a team of facility based staff on the key technical aspects of the SAFE project. The Program Coordinator HIV Prevention, Care and Treatment Services will provide technical support and supervision to ensure successful planning and implementation of HIV service delivery activities at facility level including facility work planning and target setting, onsite, hands on supportive supervision and mentorship as well as reporting. The Program Coordinator will also provide technical support and expertise, coordination and supervision of all HIV Prevention, Care, and Treatment at facility level within the assigned USAID SAFE project areas.

Specific Duties and Responsibilities

  • Represent the project in technical forums at field level, provincial, district, facility and community levels.
  • Coordination of facility staff on implementation of HIV Care and Treatment service delivery work plans.
  • Provide technical support for Quality Improvement/Quality Assurance interventions at facility level
  • Provide technical support for weekly, monthly, quarterly, semi-annual and annual project performance reviews, assessing progress in an objective manner.
  • Actively participate in facility level data review meetings which will provide technical decision making and direction.
  • Participate in site preparation for supportive supervision and SIMS assessments and ensure recommendations are implemented at facility level accordingly.
  • Provide technical support in creating and strengthening linkages and networks between facility and community activities ensuring there is seamless implementation of activities leading to improved health outcomes at facility, sub-county and county levels.
  • Participate in any other duties as assigned.

Required Skills

  • Field oriented and comfortable with a team approach to programming.
  • Excellent facilitation, mentorship, team building and coordination skills.
  • Ability to work with a multi-sectoral and disciplinary team and support collaboration with multiple stakeholders.
  • Ability to work in a complex project implementation environment with multiple tasks, defined deadlines and intense pressure to perform and achieve project related targets.
  • Demonstrated skills in the management of HIV clients in accordance to the current guidelines.

Required Qualifications and Experience

  • Must be a medical doctor with an MBChB, MBBS, or MD, Bachelor’s degree in Health Sciences, Diploma in Clinical Medicine or equivalent, Bachelor’s Degree in Clinical Nursing or Diploma in Nursing (Registered Nurse Provider)
  • MPH or other master’s degree in a relevant field will be an added advantage
  • A minimum of 5 years’ experience providing direct technical support in implementation of health service delivery project with specific experience in HIV service delivery projects
  • Hands on clinical experience in HIV service delivery and technical coordination,
  • Proven experience and familiarity with MOH health systems,
  • Excellent interpersonal and supervisory skills, capable of directing and managing change, effective delegation, inspiring teamwork and motivating staff and partners to achieve results
  • Computer literacy, research experience, proposal and abstract writing will be a distinctive advantage.
  • Passionate about improving health systems to better serve the clients in the health facilities.
