Job Description
The Zambia Environmental Management Agency (“ZEMA”) is a statutory body established under the Environmental Management Act (“EMA”) No. 12 of 2011 whose mandate is to do all such things as are necessary to ensure the sustainable management of natural resources and protection of the environment, and the prevention and control of pollution. In pursuance of its mandate, ZEMA is now inviting applications from visionary, competent and experienced Zambian Citizens to fill the following positions;
PRINCIPAL MONITORING AND EVALUATION OFFICER
2.1 Job Purpose
Under the Supervision of the Manager-Planning, to monitor and evaluate ZEMA’s programme
performance by putting in place an effective system for monitoring and evaluating the use of funds, staff time and equipment to achieve work plan objectives and ensure maximum utilization of resources.
2.2 Main Duties and Responsibilities (Without Limitations)
- Reviews the current Monitoring and Evaluation System, with the assistance of superior, with a view to re-designing and operating consistent monitoring and reporting system to be implemented across ZEMA and any other project activity such that ZEMA is involved in.
- Establishes a basic framework for activity planning based on a log frame methodology, for identifying objectives and the means of achieving them.
- Collaborates with heads of units and other ZEMA staff and establishes procedures for the collection of data related to the internal activities and finances of ZEMA in order to monitor its performance.
- Coordinate the ZEMA performance studies to assess programme impact and effectiveness of programmes and activities.
- Compiles and consolidates monthly, quarterly semi-annual progress reports submitted by project staff for distribution to key stakeholders.
- Monitors the physical and financial operations of ZEMA projects to show project implementation against expenditure compared to planned time, materials and costs, in order to assess progress.
- Ensures regular collection of data, collating, analysing and compiling reports on ZEMA inputs, activities and outputs.
- Institutes a report preparation and distribution system in a systematic and timely manner on a monthly, quarterly, biannual and annual basis to ensure that all stakeholders have access to information generated through ZEMA and project activities and programmes.
- Installs a Monitoring and Evaluation system at regional level and trains staff in the use and application of the Monitoring and Evaluation system.
- Documents major Monitoring and Evaluation reports including programme review reports and reports, as appropriate, to superior issues arising from monitoring individual components.
- Undertakes any other assignment required, from time to time.
2.3 Minimum Qualifications and Experience
- Full Grade 12 certificate inclusive of English and Mathematics
- Degree in Natural Sciences or equivalent
- Post graduate qualification in Monitoring and Evaluation
- MSc degree in Environmental Science is an added advantage.
- Must be computer literate
