PATH’s Sexual and Reproductive Health (SRH) team advances access to innovative health products and services that are responsive to user preferences and needs. We broaden contraceptive choice by supporting country-led introduction and scale-up of groundbreaking new options such as DMPA-SC, the first widely available contraceptive injectable designed as a self-care product. Self-care enables people to take charge of their own health. PATH’s SRH team is globally dispersed and embedded within PATH’s Primary Health Care (PHC) program.

 

PATH is seeking a qualified Monitoring and Evaluation/Program Officer to support the anticipated next phase of the DMPA-SC Access Collaborative (AC) project. The AC is a multi-country coordination and TA effort that aims to ensure the sustainable availability of DMPA-SC, including self-injection, as part of an expanded range of contraceptive methods delivered through informed choice programming. DMPA-SC offers a safe and effective injectable contraceptive that clients can, once trained, inject themselves if they choose. At the core of the AC’s mission is the belief that, when women and adolescents have access to a variety of contraceptives, including those they can manage themselves, they are more likely to find and consistently use a method that meets their needs and ultimately realize their reproductive intentions. A key component of this project is supporting countries to collect, share and use data on DMPA-SC and self-injection. The AC investment also includes dedicated documentation and learning components, as well as expanded collaboration across the global FP community.

PATH is recruiting a Monitoring and Evaluation/Program Officer to support the AC project. The M&E Officer’s focus is both local and global. In Zambia, s/he will manage the collection and sharing of DMPA-SC and self-injection data, currently collected through a sentinel site system, and will assist the MOH with the integration of DMPA-SC and SI data into the routine HMIS. Globally, s/he will help ministries of health to apply self-injection data to decision-making through improved data visualization, including via an FP data dashboard. S/he will support global, national and subnational convenings to discuss progress with self-injection scale up across 12 countries, including Zambia. As a member of the AC team, the M&E Officer will work closely with the AC Country Coordinator in Zambia, the M&E lead Data Officer (based in Seattle, Washington) and the M&E data coordinator (based in Kampala, Uganda). The M&E Officer will report directly to the AC Country Coordinator in Zambia and indirectly to the AC M&E Team lead in Seattle, Washington.

In his/her Program Officer capacity, the Officer will support daily management of project activities and staff in Zambia to achieve project milestones and targets.

Responsibilities:

Monitoring and Evaluation (60%)

Manage the sentinel site system for DMPA-SC self-injection (SI) data in Zambia, ensuring that facilities report data on-time and accurately.
Assist as needed with the implementation of SI data collection in Zambia through the routine HMIS.
Receive and process Excel data received quarterly from (up to) 20 countries supported by the AC.
Conduct quality assurance to maximize completeness and identify data anomalies.
Create visual charts, graphs and figures to depict country-specific and global trends.
Support the development and quarterly update of monitoring reports reflecting global project activities, working closely with the global M&E team.
Manage the AC global data dashboard, ensuring that data is uploaded and maintained for each country on a quarterly basis, and identify and correct any inaccuracies or system bugs.
Provide technical assistance with data visualization and data use to partners and MOHs.
Contribute to development of data use and visualization tools as part of self-injection scale-up toolkit.
Contribute to the design and analysis for key project Learning Agenda questions related to the self-injection scale up process in various country settings.
Support all project monitoring, planning and implementation of Access Collaborative project supported activities as instructed by the AC Country Coordinator.
Project Management (40%)

Collecting, organizing, and presenting results of Access Collaborative Activities.
Contribute to development and management of project-related plans, budgets, and team requirements. Facilitate monthly work plan updates and flag potential linkages with global AC work plan activities.
Organize and support the Ministry to hold FPTWG meetings and act as focal person for the FPTWG secretariat.
Support the AC Country Coordinator to execute and deliver project objectives
Coordinating and contributing to the development of donor reports, including developing slides and other outputs for regular donor engagements, annual reporting, and in response to donor requests.
Required Experience

Masters degree in public health, demography, epidemiology, statistics, or other related discipline, with specific training on monitoring and evaluation.
Minimum of 7 years of professional experience in monitoring and evaluation, including expertise using data visualization tools.
Minimum of 3 years’ experience and demonstrated skills in project management
Comfort using Excel, Tableau, PowerBI, Alteryx, R, and/or other data management and visualization platforms.
Familiarity with ODK data collection (familiarity with KoboToolbox a plus).
Familiarity with DHIS2 and national Health Management Information Systems (HMIS) for routine data collection.
Strong organizational skills with a high level of attention to detail.
Ability to to track timelines and deliverables with minimal guidance.
Ability to build effective relationships with internal and external partners.
Demonstrated ability to work across global teams, programs, departments, and time zones.
Knowledge of sexual and reproductive health in the context of low resource settings (preferred).
Excellent verbal and written communications skills to include, priority management and managing expectations of multiple clients.
Highly organized, flexible, and adaptable to changing priorities and ability to work within tight deadlines at times.
Work within a team with minimum supervision
Excellent oral and written communication skills in English.
Ability to interact professionally in French or Portugese an advantage (not required).

Must have legal authorization to work in Zambia.
