Position Title: Monitoring and Evaluation (M&E) Officer
Location: Choma, Zambia
Reports To: Project Lead

Job Summary:

The Monitoring and Evaluation (M&E) Officer will be responsible for overseeing the implementation of the M&E activities for the Localize Global Health Security Activity project in Choma, Zambia. The project uses a One Health approach, integrating human, animal, and environmental health sectors to enhance disease prevention, detection, and response. The M&E Officer will lead the designing and implementation of the M&E frameworks, ensure accurate data collection, analysis, and reporting, and support data-driven decision-making for project improvements. This role will contribute to tracking progress towards achieving project goals, ensuring accountability, and enhancing project impact on zoonotic disease prevention and health system strengthening.

Key Responsibilities:

1. Monitoring and Evaluation Framework Development

  • Design and implement M&E frameworks, systems, and tools to monitor project progress, including key performance indicators, targets, and data collection methods.
  • Develop and refine M&E guidelines and protocols to ensure data consistency and accuracy across project activities.

2. Data Collection and Management

  • Oversee the collection, verification, and validation of project data in collaboration with project staff and partners.
  • Ensure timely and accurate collection of data from field activities, community engagement meetings, and training sessions.
  • Maintain a database to store and manage project data securely, ensuring data quality standards are met.

3. Data Analysis and Reporting

  • Conduct regular data analysis to assess project performance against established targets and identify trends, challenges, and areas for improvement.
  • Prepare high-quality M&E reports, including monthly, quarterly, and annual reports, highlighting key achievements, challenges, and lessons learned.
  • Support the Project Lead in preparing reports for donors, stakeholders, and government partners.

4. Performance Monitoring and Tracking

  • Monitor the implementation of project activities to ensure they are aligned with the workplan, timelines, and targets.
  • Track progress towards achieving project outputs, outcomes, and impacts and provide regular feedback to the Project Lead and project team.
  • Conduct site visits to validate data and verify project implementation quality in Kalomo and Sinazongwe.

5. Capacity Building and Support

  • Train and mentor project staff, including Field Officers, Community Health Workers, Animal Health Auxiliaries, and para-veterinarians, in M&E practices, data collection methods, and data management.
  • Build the capacity of field teams to collect, manage, and use data effectively to improve project performance.

6. Data-Driven Decision Making

  • Use M&E data to support project decision-making, identify areas for improvement, and adapt project strategies.
  • Develop data visualization tools and dashboards to facilitate effective communication of project progress to stakeholders and team members.

7. Collaboration with Stakeholders

  • Work closely with government stakeholders, partners, and community groups to ensure alignment with national M&E requirements and promote data sharing.
  • Engage with Ministry of Health, Ministry of Livestock, and other partners to ensure data integration into local health information systems.

8. Learning and Knowledge Sharing

  • Facilitate learning sessions to share project findings, lessons learned, and best practices with team members, stakeholders, and the wider community.
  • Contribute to the development of knowledge products, including success stories, case studies, and presentations.

Qualifications:

  • Education: Bachelor’s degree in Public Health, Statistics, Social Sciences, Development Studies, or a related field. A Master’s degree is an added advantage.
  • Experience: At least 3 years of experience in monitoring and evaluation, preferably in public health, community health, or veterinary projects.

Skills and Competencies:

  • Strong knowledge of M&E principles, frameworks, and tools.
  • Experience in data collection, analysis, and reporting, particularly in a health-related project.
  • Excellent skills in data management software, such as MS Excel, SPSS, Stata, or other relevant data analysis tools.
  • Strong report-writing skills and experience in preparing high-quality reports for donors and stakeholders.
  • Ability to build capacity and train others in M&E practices.
  • Strong communication skills, both written and verbal, in English and local languages.

Working Conditions:

  • The M&E Officer will be based in Choma, with up to 40% travel required outside the primary workstation.
  • Ability to work under challenging field conditions, including in rural and underserved areas.
