POSITION: MONITORING, EVALUATION AND LEARNING OFFICER.
INTRODUCTION TO THE JCP COUNTRY OFFICE:
Since 2011, Norwegian Church Aid (NCA) and DanChurchAid (DCA) in Zambia have been working together to implement a socio-economic justice programme that aims to empower rights-holders, especially women and youth through a Joint Country Programme. Through strong networks and alliances within Zambian civil society, we uphold and protect people’s dignity and promote their active participation in the development of Zambia. The JCP Zambia is a fully merged country programme where funding, technical advice, lobbying & advocacy, communication, administration is shared and coordinated, with NCA as the lead agency. In the 2025-2029 country strategy, NCA and DCA will focus their interventions to save lives, build resilience of local communities and seek justice. INFORMATION ABOUT THE POSITION:
The NCA-DCA JCP is seeking suitably qualified individual to fill the position of Monitoring Evaluation and Learning Officer.
KEY ROLES AND RESPONSIBILITIES:
- Fostering a learning and knowledge-driven programme management and project implementation.
- Regulatory compliance to Organizational Monitoring and evaluation consistent with the NCA global MEL policies and standards in the operations manual
- Quality data management for improved project performance tracking
- Collaborative engagement with implementing partners and key stakeholders
- Support and facilitate the timely collection of all programme data under respective partner projects and produce programme analysis to support programme management and decision-making
- Assist the PMER with developing the M&E Plan for projects, including indicator definition, indicator target distribution, reporting, database management, and developing M&E and performance monitoring reports.
- Provide mentoring to partners and staff to ensure the implementation of strong M&E systems.
- Ensure timely update of Key Performance indicator data is uploaded in PIMS every quarter.
- Facilitate and support data collection using digital tools and training for partners such as farm force and kobbo collect where necessary.
- Perform other duties as guided by the Supervisor
- Participate in programme report writing for timely submission to HO and donors
- In collaboration with programmes staff (programme assistants) ensure compliance on data filling required in PIMS.
- Participate in field monitoring and evaluation to ensure high-quality project implementation and impact
- Support the implementation of the M&E community of practice
REQUIRED SKILLS AND EXPERIENCE
- Minimum of a degree in Monitoring & Evaluation, Demography, Statistics, Social Science, or any related field
- Use of data tools like kobo, Power BI
- At least 3 years working as an M, E &L officer in a similar organisation
- Experience in narrative donor reporting and project evaluation
- High level of fluency in English, written and oral.
