Panagora Group seeks a Monitoring, Evaluation, and Learning (MEL) Specialist for the USAID-funded Localize Global Health Security (LGHS) project in Zambia. LGHS supports local partners to address gaps in health security as identified in national health security capacity assessments. LGHS complements the multisectoral cross-technical approaches of other GHS programs to move countries closer to achieving Global Health Security Agenda targets. As a result of this support, local partners will be able to address critical gaps in health security through grants and technical assistance in prioritized technical areas, strengthen the organizational capacity of local entities to effectively manage the implementation of health security technical interventions and expand the global knowledge base on approaches and best practices for local entities conducting global health security interventions.
The MEL Specialist will help implement the LGHS AMELP and provide technical MEL assistance to local partners. The MEL Specialist will provide hands-on MEL technical assistance to grantees/local organizations that receive support under LGHS. The consultant will assist with training grantees in the MEL Plan at the start of the project and will participate in baseline data collection in Zambia. They will provide assistance as needed to grantees to ensure they are implementing the MEL Plan and system properly.
Requirements
Principal Duties and Responsibilities
Support the MEL capacitiy strengthening of grantees.
· Ensure implementation of grants.
· Assist grantees in developing their MEL Plan, including developing program-specific indicators.
· Set up systems for monitoring program activities based on the MEL plan.
· Assist with MEL reporting requirements at the grantee level.
· Provide MEL technical assistance to grantees on an ad hoc basis.
· Assist grantees to collection and verify data, while establishing sound data collection methodologies.
· Ensure grantee data is complete, of high quality, and reported quarterly.
· Collaborate with GEM and other local LGHS staff/personnel.
Requirements
Bachelor’s degree in a related field required; Advancea degree preferred.
· 5+ years of experience providing MEL support to an organization or program
· 4+ years of experience supporting local partners/organizations in developing the MEL capacities and/or developing MEL systems
· Knowledge of USAID’s MEL requirements, preferred
