Position title: Monitoring, Evaluation and Learning Field Officer

Reporting to: Herding for Health Site Implementation Manager

Duration: Fixed-term contract – 3 years

Location: Kavango Zambezi Transfrontier Conservation Area – Simalaha, Zambia

Position overview:

The Herding for Health programme is an integrated, holistic, community driven model that targets communal farming areas within the SADC region. Peace Parks Foundation is implementing the programme within transfrontier conservation areas in southern Africa as part of the organisation’ s community development programmes. The model is structured around four principal pillars, namely, healthy rangelands, healthy animals, healthy people, and policy and governance. H4H spearheads the ‘one health’ approach and emphasises the interconnected health of the environment, animals and people. The five key principles that guide the implementation of the model across all sites are:

  • Safeguarding ecosystem functions
  • Improving animal (livestock) health
  • Ensuring socio-economic development
  • Supporting collective governance
  • Promoting sustainability.

Activities conducted include planned rotational grazing, primary health care, market access, and record keeping and reporting. Daily surveillance and active herding of livestock are performed by qualified professional herders and several indicators – including community development, rangeland restoration, livestock productivity, health, herd dynamics, and other impact factors – are monitored and evaluated on a regular basis to enable the programme to course correct as and when needed. Hence, as part of monitoring and evaluation, and improved traceability, the H4H programme has established a monitoring and evaluation framework that comprises a set of indicators with an indicator reference sheet, a theory of change and a results framework, which guide monitoring and evaluation of the implementation impact at project sites. To this end, the Herding for Health programme seeks to appoint a Monitoring, Evaluation and Learning technician responsible for implementation of the monitoring, evaluation and learning framework in the Simalaha landscape in Zambia.

Job purpose:

To implement the Herding for Health Monitoring, Evaluation and Learning framework in the Simalaha landscape in Zambia.

Role responsibilities:

Technical

  • Review the current data collected to monitor Herding for Health activities in Simalaha and align the baseline data based on the indicator reference sheet to ensure an accurate baseline.
  • Provide regular updates on all the indicators and report as defined by the Herding for Health programme team.
  • Document the impact and results of project activities and report on the success and progression of the project, along with any other information.
  • Work with the technical teams to implement any data capturing technologies used in the programme.
  • Identify and monitor any other additional data sources that could be required by the programme.
  • Ensure all monitoring, evaluation and learning templates are up to date and comply with donor requirements.
  • Support and review evaluations of the project in Simalaha (baseline, mid-term review and final evaluation).

Coordination and collaboration

  • Together with the technical team, advise and select appropriate research methods for monitoring and evaluating data based on the targeted impact of the programme in the Simalaha landscape.
  • Support budget processes of monitoring, evaluation and learning components in proposals to donors and other funders.
  • Support the collection of lessons learnt and share these with various stakeholders for decision-making and for cross learning across various Herding for Health sites.
  • Lead evaluations, data quality reviews and other monitoring, evaluation and learning work as needed.

Strategic

  • Keep up to date with the latest monitoring, evaluation and learning tools and methods used to monitor and evaluate livestock-based rangeland restoration projects.
  • Support the organisation of networking and knowledge exchange events and share information across organisations as needed by the programme.
  • Ensure the implementation of monitoring, evaluation and learning best practices using fit-for-purpose tools and guidelines.
  • Facilitate impact monitoring, evaluation, analysis and reporting as needed by the programme.
  • Streamline monitoring, evaluation and learning data and ensure alignment with various platforms used as part of the Herding for Health monitoring framework and overall Peace Parks Foundation requirements.

Community-led monitoring

  • Design and create systems that enable community-led monitoring and assessment of compliance in implementing Herding for Health in Simalaha.
  • Together with implementing teams, work with communities to capacitate them in key community-led monitoring activities.
  • Oversee the implementation of community-led monitoring systems.
  • Develop a plan for project-related capacity-building on monitoring and evaluation, and for any computer-based support that may be required.
  • Organise and undertake training with Peace Parks staff and partners on monitoring and evaluation, as required.

Education and experience requirements:

  • Minimum of 5 years’ relevant experience in monitoring, evaluation and learning in Southern Africa working for a nonprofit organisation or related field.
  • Graduate in environment, climate change, livestock management, rangeland management or any other related field.
  • Additional qualifications in monitoring and evaluation will be an added benefit.
  • Experience in participatory research methods.
  • Knowledge of statistical analysis tools, data analytics and other data and statistical packages is highly desirable.
  • Working experience in Zambia is essential.
  • Fluency in spoken and written English is required.

Remuneration: A competitive salary package will be negotiated, based on qualifications and experience
