About Us:
Founded in 2005, People’s Process on Housing and Poverty in Zambia (PPHPZ) is a local non-governmental organization dedicated to supporting the Zambia Homeless and Poor People’s Federation (ZHPPF). PPHPZ’s mission is to empower low-income communities, particularly the urban poor, to take charge of addressing the challenges of poverty and homelessness through community-driven strategies.
As an affiliate member of Slum Dwellers International (SDI), a global network of community-based federations, PPHPZ works within an international framework that emphasizes grassroots leadership and collective action to fight poverty and homelessness. Our work is guided by a set of core principles that place the poor at the heart of all efforts to bring about sustainable social change.
Our Key Guiding Principles:
1. The poor must be at the center of strategies that address poverty: Sustainable solutions to poverty and homelessness require the active involvement of those most affected by these challenges. PPHPZ works directly with vulnerable communities to develop strategies that respond to their specific needs and aspirations.
2. What works for the poorest will work for all: We believe that solutions designed to uplift the most marginalized members of society can generate broader societal benefits. By focusing on the needs of the poorest, we create inclusive, scalable approaches that work for everyone.
3. The resources of the poor are vital to poverty reduction: PPHPZ recognizes that the poor possess valuable resources—skills, knowledge, and social capital—that are crucial to developing successful strategies for poverty alleviation. Mobilizing savings and other local resources is central to our approach, helping communities build resilience and financial independence.
4. Unity is strength: We believe that partnerships are key to achieving long-term impact. PPHPZ collaborates with government agencies, academic institutions, civil society organizations, and funding partners to strengthen local initiatives and amplify community voices in policy dialogues.

1. Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer (150,000 – 250,000 ZMW/Year)

Job Summary:
We are seeking an experienced and motivated Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer to join our team. The MEAL Officer will be responsible for ensuring effective design and implementation of monitoring and evaluation frameworks, fostering accountability, and promoting a learning culture within PPHPZ’s programs. The role involves tracking program performance, analyzing data, generating reports, and facilitating learning and improvement for continued program success. The MEAL Officer will play a key role in ensuring that PPHPZ’s programs deliver meaningful results and respond effectively to community needs.

Key Responsibilities:

  • Develop and implement a comprehensive Monitoring, Evaluation, Accountability, and Learning (MEAL) framework for PPHPZ’s programs.
  • Ensure systematic data collection, analysis, and reporting to track program outcomes and assess progress towards program goals.
  • Design and manage program evaluations, including baseline, midline, and endline assessments, and ensure findings inform future program design and implementation.
  • Facilitate learning workshops, discussions, and reviews to promote a culture of continuous improvement and reflection within the organization.
  • Develop tools and processes for collecting and analyzing quantitative and qualitative data, ensuring accuracy and integrity in data management.
  • Support program teams in integrating accountability mechanisms that ensure feedback from communities and beneficiaries is heard and acted upon.
  • Work closely with program staff and management to ensure that lessons learned from evaluations are incorporated into program strategies.
  • Prepare regular MEAL reports for internal use and for submission to donors, showcasing key findings, program impact, and lessons learned.
  • Collaborate with local communities and stakeholders to gather feedback on program performance and ensure that program designs are responsive to the needs of vulnerable groups.
  • Provide capacity-building support to PPHPZ staff and partners on MEAL processes and tools.

Qualifications and Experience:

  • Bachelor’s degree in Demography, Development Studies, Statistics, Social Sciences, or a related field. A Master’s degree is an added advantage.
  • Minimum of 3 years of experience in monitoring, evaluation, and learning roles, preferably within the NGO or development sector.
  • Proven experience in developing and implementing MEAL frameworks and systems.
  • Strong skills in data collection, management, and analysis using both quantitative and qualitative methods.
  • Experience in conducting program evaluations, including designing tools, managing data collection, and reporting results.
  • Excellent analytical, report writing, and communication skills, with the ability to present complex data in clear and accessible formats.
  • Familiarity with donor reporting requirements and experience in producing MEAL reports for various stakeholders.
  • Strong understanding of accountability mechanisms and experience working with community feedback systems.
  • Proficiency in relevant software for data analysis (e.g., SPSS, Stata, Excel, etc.).
  • Knowledge of Zambia’s socio-economic landscape and experience working with grassroots organizations or marginalized communities is highly desirable.
  • Ability to work independently, manage multiple tasks, and collaborate effectively with diverse teams.
