Position Overview

Pact, Inc. seeks a MNCH and FP/RH Provider to work on the recently awarded, five-year USAID Zambia Integrated HIV and Health Activity (ZIH) contract. ZIH will support the USAID and PEPFAR objectives of 95/95/95 and providing service delivery and technical assistance to improve Maternal, Newborn, and Child Health (MNCH) and Family Planning & Reproductive Health (FP/RH) services. ZIH will improve, sustain, and further integrate HIV/AIDS, MNCH and FP/RH services at the health facility and community levels and ensure that client-centered, high-impact, high-quality services are available to all Zambians.   

 

The MNCH and FP/RH Provider will be based at a project district hub and will provide services, mentoring and coaching to technical counterparts at district and site level in Maternal Newborn and Child health (MNCH), sexual and reproductive health including family planning (FP/RH), eliminating maternal and neonatal transmission (eMTCT), and cervical cancer screening and referrals. Reporting to the ART Coordinator/District Clinical Team Lead and working closely with the MNCH and FP Advisor at regional level and with service providers at district and site level, the MNCH and FP/RH Provider provides technical supervision, guidance, and oversight and ensures provision of quality services. S/he will also help guide technical aspects of the project – playing an active role in design, implementation and monitoring of project goals, objectives, activities, and tasks, as well as supporting analysis of data on MNCH, FP/RH, eMTCT, and cervical cancer outcomes, using empirical evidence in rolling out project activities and in making recommendations to the relevant technical advisors. 

 

Location: Lusaka

This is a Zambia based local Position and open to Zambian nationals only.

Key Responsibilities

  • Provide technical oversight, strategic direction, and support for the implementation of USAID Zambia Integrated HIV and Health (ZIH) program activities in MNCH, FP/RH, eMTCT, and cervical cancer screening and referrals, to ensure technical excellence and quality of services across the continuum of care, with a specific focus at site level. 
  • Provide supervision, training, mentorship, and capacity building of service providers at district hub and facility levels in the effective provision of MNCH, FP/RH, eMTCT, and cervical cancer screening and referral services. 
  • Monitor and supervise the provision of services to ensure quality. 
  • Provide leadership, in collaboration with the Senior Technical Advisor Clinical, FP/RH and MNCH Advisor, Senior Technical Advisor in Community Services and Engagement, Senior Behavioral Change Advisor, in advocacy and demand creation to increase uptake and utilization. 
  • Design mechanisms involving ZIH community health workers and community groups to harness and implement proven community strategies aimed at promoting uptake of RH/FP products and services. 
  • Ensure ZIH activities are technically sound, evidence-based, and responsive to the needs of program beneficiaries, USAID and MOH. 
  • Foster networking with the P/DHO, health facilities, the private sector, and key community structures and cadres in promoting uptake and access to services in the project districts and sites. 
  • In collaboration with national, provincial, and district health office counterparts, contribute to developing and implementing health services strengthening strategies in MNCH, FP/RH, eMTCT, and cervical cancer screening and referral services, to ensure quality and sustainable programming. 
  • Develop/review evidence-based clinical training materials, job aids, curricula, supervisory systems, performance standards, and other materials needed for program implementation and provide leadership for capacity building in their use. 
  • Participate in and represent ZIH program activities on technical working groups and other appropriate forums in the areas of  MNCH, FP/RH, eMTCT, and cervical cancer screening and referrals. 
  • Work with ZIH M&E staff to design and implement a plan to track data/results  related MNCH, FP/RH, eMTCT, and cervical cancer screening and referral services. 
  • All other duties as assigned. 
  • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.  

Basic Requirements

  • Degree/Diploma in Nursing or equivalent or Clinical Officer with specific qualification in sexual and reproductive health strongly preferred. 
  • Other local education and experience:  
  • Minimum five (5) years first-hand experience in MNCH, FP/RH, eMTCT, and cervical cancer screening and referrals. 
  • Experience in adolescent sexual and reproductive health (including contraception for youth, HIV prevention with adolescents, young motherhood programming and family planning) strongly preferred. 
  • Strong record of fostering new and effective partnerships, team building and collaborative implementation. 
  • Proven ability to develop and oversee implementation of program work plans and coordinate/manage field staff implementing these plans. 
  • Proven skills in the integration of HIV, eMTCT, FP/RH and Cervical Cancer screening and referral at district and community level. 
  • Demonstrable expertise in capacity building, including facilitation of training and coaching of    health care providers through supportive supervision. 
  • Excellent communication (oral and written), interpersonal and advocacy skills. 
  • Ability to work in a team and to lead a team. 
  • Experience in quality improvement/quality assurance of RH/FP services an advantage. 
  • Ability to travel frequently to provide technical support to the districts within the district hub and USAID/ Zambia Integrated HIV and Health sites in both urban and rural communities. 
  • Computer literate in Word, Excel, and PowerPoint. 
  • Registration with the General Nursing Council Zambia or the Health Professionals Council of Zambia.
