Report to: BOARD CHAIRPAERSON
1. About the Utility Company
Luapula Water Supply and Sanitation Company Limited (LpWSC), is a Commercial Utility mandated to provide water supply and sanitation services to the urban and the rural areas of Luapula Province. The Company operates under the legal framework as outlined in the Water Supply and Sanitation Act No. 28 of 1997.
The Commercial Utility was incorporated under the Companies Act Cap 338 of the laws of Zambia and operates in five out of the twelve districts in the Province, namely Mansa, Nchelenge, Mwense, Kawambwa and Samfya.
The Commercial Utility, being an equal opportunity employer, seeks to recruit high profiled, self-motivated, innovative, honesty, committed, adequately and appropriately experienced person to fill the vacant position of Managing Director.
The Managing Director will be based at the Corporate Office in Mansa and will be reporting to the Chairperson of the Board of Directors
2. Job Purpose
To plan, coordinate and control of the operations of the Company and provides the strategic direction in terms of development and growth within the mandate provided by the Strategic Plan, the Board, as well as the general guidelines. Evolve the necessary policies, philosophy and plans in order to achieve corporate objectives of the Company.
3. Duties and Responsibilities
a) Develops and implements a long-term strategy and vision for the Company that generates satisfactory levels of shareholder value and positive, reciprocal relations with relevant stakeholders.
b) Develops and recommends to the Board of LpWSC the Corporate Strategic Plan and ensures its implementation.
c) Prepares and submits to the Board for approval the Annual Budgets that are aligned with the Strategic /Business Plan/s
d) Constantly reviews the Company’s performance against set objectives and plans as provided in the Corporate Business Plans, NWASCO performance guidelines and mandatory standards/specifications for water supply and sanitation service providers
e) Ensures that necessary resources are marshalled to finance, equip and run the planned operations and capital projects.
f) Ensures continuous improvements in quality and value of company’s services towards realization of the company’s mission and vision
g) Chairs management meetings with senior managers, procurement committee meetings in order to ensure that company’s procurements and other programmes are value adding and within agreed timeframes.
h) Attends water sector consultative fora and represents the company at fairs, seminars, both local and international
i) Prepares and presents to the Board and relevant bodies objective periodic reports on the company’s affairs/performance and related issues for information and decision making.
j) Attends to important stakeholder queries emanating from Councils, Government, Statutory Bodies and Cooperating Partners.
k) Monitors and reviews performance of subordinates to ensure that they meet their agreed performance objectives/targets.
l) Performs any other duties as assigned by the Board from time to time
4. Qualifications and Experience
a) Full Grade 12 (Form V) School Certificate with at least credits in Mathematics and English Language.
b) Degree in Engineering or any other relevant professional qualification.
c) Master’s Degree in Engineering, Business, Economics or equivalent will be an added advantage
d) Membership to the relevant Professional Institution with Valid Practicing License
e) Minimum of 10 years post qualification practical hands-on work experience in a reputable institution, 5 years at very senior management levels in the Water Sector
