Senior Manager Human Resources
Purpose of Role
The Zambia Postal Service Human Resources Manager oversees all aspects of human resource management within the Postal Service, ensuring that the organization attracts, develops, and retains a qualified and diverse workforce. This role is responsible for implementing and enforcing HR Policies and procedures, managing employee relations, handling recruitment and selection, and providing strategic guidance on all HR matters.
Duties and Key Responsibilities
- HR Policy Development: Develop and implement HR policies and procedures in accordance with legal and regulatory requirements, labor agreements, and organizational goals. Continuously review and update policies to ensure compliance and relevance.
- Recruitment and Selection: Develop innovative recruitment strategies to attract highly qualified candidates. Oversee the recruitment process, including job postings, screening applicants, conducting interviews, and coordinating hiring decisions. Collaborate with hiring managers to ensure timely and effective recruitment.
- Employee Relations: Serve as a primary point of contact for employee relations issues, ensuring fair treatment and resolving conflicts. Investigate complaints and grievances, provide guidance to supervisors, and recommend appropriate disciplinary actions when necessary.
- Performance Management: Develop and administer performance management programs, including goal – setting, performance appraisals, and feedback mechanisms. Support managers in addressing performance issues, providing coaching and development opportunities to enhance employee skills and productivity.
- Training and Development: Identify training and development needs within the organization and design programs to address those needs. Coordinate and facilitate training sessions, both internally and externally, to enhance employees’ knowledge and skills.
- Compensation and Benefits: Oversee the administration of compensation and benefits programs, ensuring compliance with relevant regulations and competitive positioning. Analyse salary data, market trends, and industry benchmarks to recommend appropriate salary structures and benefits packages.
- HR Records and systems: Maintain accurate and confidential HR records, ensuring compliance with the Employment Act. Oversee the implementation and maintenance of HR information systems to streamline processes and enhance data accuracy and accessibility.
- Compliance and Reporting: Ensure compliance with employment laws and regulations. Prepare and submit necessary reports to management as required.
- Employee Engagement and Communication: Foster a positive work environment by implementing initiatives that promote employee engagement and satisfaction. Facilitate effective employee communication channels to ensure transparency and timely dissemination of information.

- Demonstrated ability to manage multiple priorities and work in a fast paced, deadline driven environment.
- Proficiency in Human Resource Information Systems and Microsoft Office Suite.
Qualifications/Requirements
- Full Grade Twelve (12) certificate.
- Bachelor’s Degree in Human Resources Management, Business Administration or a related social science field. Master’s degree prefered.
- Minimum of five (5) years’ proven experience as an HR Manager or similar role, preferably in a large organization will be an added advantage.
- Valid 2023 practicing license from the Zambia Institute of Human Resource Management (ZIHRM).
