SCOPE OF WORK
USAID SCALING UP NUTRITION TECHNICAL ASSISTANCE (SUN TA)
LIVELIHOOD ASSOCIATE
GRADE 8

1. Project Backgrounds:

USAID SCALING UP NUTRITION TECHNICAL ASSISTANCE (SUN TA)

The Scaling Up Nutrition Program is a cross-ministry and multi-donor program to reduce stunting in Zambia through implementation of the Government of the Republic of Zambia (GRZ) 1,000 Most Critical Days Program. SUN TA provides support and direct technical assistance to sub-national local government departments in target districts to plan, implement, coordinate, and monitor integrated nutrition-sensitive and nutrition-specific activities to reduce the rate of stunting among Zambian children under two and improve the nutritional status of pregnant and lactating mothers. USAID has identified two main objectives that address stunting, including (1) Adequate Quantity and Quality of Dietary Intake among Target Groups; and (2) Adequate Health Conditions for Biological Utilization of Nutrients. SUN TA interventions increase access and availability of safe, diverse, nutritious food; adoption of better child feeding and household hygiene practices; and access to improved health, water, and sanitation services. The project prioritizes sustainability by improving intra-household joint decision making and building the capacity of local government and their stakeholders to ensure coordination, accountability, and learning, following the Scaling Up Nutrition model.

2. Purpose:

To promote capacity enhancement, awareness, and momentum on the value of increasing individuals and micro, small and medium businesses or enterprises access to useful and affordable financial products and services that meet their needs and are delivered in a responsible and sustainable way e.g., CSLGs. The Livelihood Associate will work closely with the Agriculture and Livelihood District Technical Officer (DTOs), the relevant line ministries and District Nutrition Coordination Committee (DNCC) in formation of CSLGs, data collection and reporting and linkages to other digital finance products available.

3. Place of Performance and Reporting:

The Livelihood Associate shall report to the District Technical Officer for Agriculture and Livelihood and will receive technical guidance from the Livelihood and Financial Inclusion Specialist. The Livelihood Associate will be based in Kabwe and will oversee both Kabwe and Kapiri Mposhi with frequent (more than 50% of time) travel throughout the assigned district.

4. Responsibilities and Tasks:

  • The Livelihood Associate will facilitate the development of the community-based volunteer’s training schedules actively working with the implementing Ministry of Community Development and Social Services to scale up formation of the community saving and loan’s groups in Kabwe and Kapiri Mposhi.
  • The Livelihood Associate will be responsible for monitoring and CSLG compliance check and ensure that the minimum standards and best practices are adhered to for the successful scale up of CSLGs.
  • The Livelihood Associate will ensure that there is continuous flow CSLGs reports every week to the districts, Kabwe and Kapiri Mposhi.
  • Must have firsthand work experience in CSLG/savings group formation and or establishment.
  • Good report writing skills.
  • Experienced and good record of working with Government Ministries and other partners.
  • Good Facilitation skills & Fluent in English languages, both written and verbal and works under minimum supervision.’
  • High achiever with trace of quality work
  • Ability to travel to remote districts/locations of Zambia.
  • Any other duties assigned by the District Technical Officer.

5. Supervisory Responsibilities:

The Livelihood Associate will not have supervisory responsibilities.

6. Duration:

The duration for this assignment  is 3 months.

7. Education and Experience:

  • University degree in Agriculture, Agribusiness, Economics, Enterprise Development, business related discipline, or related fields. A master’s degree in similar fields will be an added advantage.
  • Minimum of 3 years of proven experience in partnering and conducting Community Savings and Loans Groups (CSLGs).
  • Demonstrated experience in facilitation of savings groups trainings and use of participatory and adult learning techniques. Must have conducted similar work for other INGOs or donor agencies.
