Job Description
Eagle Health is seeking an Oxygen Ecosystem Advisor to join our team in support of the US Agency for International Development (USAID).

The COVID-19 Oxygen Ecosystem Advisor will report to the Eagle Health-Designated Supervisor but will work in close collaboration with the Infectious Diseases and Family Health Division Chief and Agreement Officer’s Representatives/Contracting Officer’s Representatives (AOR/CORs), Activity Managers, and technical advisors within the Health Office. The Oxygen Ecosystem Advisor will also work in collaboration with other support offices including the Program Office, Financial Management Office, and the Office of Acquisition and Assistance.

This consultancy is for a COVID-19 Oxygen Ecosystem Advisor to serve as a technical leader and resource in program budgeting, implementation, monitoring, and evaluation of USAID/Zambia’s COVID-19 liquid oxygen (LOX) activities. The COVID-19 Oxygen Ecosystem Advisor serves as a key resource to the Mission and US Government (USG) representatives in technical engagement with Zambia’s Ministry of Health (MOH) and other entities engaged in LOX activities, which may include U.S. Government (USG) interagency, international, and bilateral organizations, development partners and donor agencies. The Advisor will take the lead to address technical issues and coordinate efforts in the implementation of COVID-19 LOX activities.

The consultant will work with other USAID staff and consultants, in particular the USAID/Southern Africa Regional Engineering Office, and the three implementing partners for USAID LOX activities in Zambia ((Accelerating Development Against Pandemic Threats (ADAPT), and District Coverage of Health Services Project (USAID DISCOVER-Health)), and an architectural and design (A&E) firm to be selected. Together with these IPs, who will capacitate facilities in Zambia to utilize LOX through the installation of LOX storage tanks and will provide technical assistance to the MOH in the operation of these, the consultant will provide technical assistance to the Zambian Ministry of Health in the rollout, implementation, and monitoring of USAID/Zambia’s LOX programs, projects, and activities, reflecting best practices in this area of the pandemic threat response. The COVID-19 Oxygen Ecosystem Advisor will work with Zambian government officials and other donors and development partners, including the USAID/Southern Africa Regional Engineering Office, the Clinton Health Access Initiative (CHAI), ADAPT, and DISCOVER-Health, to ensure a well-coordinated approach to LOX efforts/interventions.
