EnCompass seeks Information Technology (IT) Specialist candidates for a five-year United States Agency for International Development (USAID) Zambia Monitoring, Evaluation, and Learning (MEL) Platform. The MEL Platform will provide USAID/Zambia with strategic and technical support to improve performance management and advance Mission learning. The MEL Platform will provide technical, administrative, and programmatic support services to USAID/Zambia in the development, implementation, and evaluation of strategies and programs related to the Mission’s priorities and will support the development and maintenance of the USAID Zambia MEL Platform.
The IT Specialist role will support all information technology needs for both the project office and Learning Hub. In collaboration with the Information Specialist, the IT Specialist dashboard, GIS tools/systems, and other data management needs. Under the supervision of the Learning Hub and Logistics Manager, the IT Specialist will ensure all technology is Section 889(a)(1)(B) compliant and/or receives the necessary waivers for approval.
Position Duties and Responsibilities
Essential functions:
IT Support:
- Provide IT support for the project office and Learning Hub.
- Set up and implement IT-related solutions to enhance the efficiency of the MEL Platform and Learning Hub including: Network administration tasks, hardware and software set up and installation, ensuring data storage is safe and secure, etc.
- Resolving IT system function issues, including network, hardware and software-related issues.
- Provide ongoing support and troubleshooting for IT issues for Platform staff and visiting consultants or TDY staff at the Learning Hub/hotdesks
- Provide IT related support to the Learning Hub and Hot Desk Space booking system.
- Collaborate with the Information Specialist to develop and maintain data dashboards.
- Support the GIS Specialist to maintain GIS tools and systems.
- Address other data management needs as required.
Compliance and Security:
- Ensure all technology is compliant with Section 889(a)(1)(B), and prepare requests to obtain necessary waivers for technology that requires approval.

Academic Qualifications
- Bachelor’s degree in Information Technology, Computer Science or relevant field.
Experience and Skills
- Experience in IT support, preferably within international development projects.
- Proficiency in developing and maintaining dashboards and GIS tools/systems preferred.
- Knowledge of Section 889(a)(1)(B) compliance requirements.
- Strong problem-solving skills and the ability to work collaboratively in a team environment.
- Excellent communication skills, both verbal and written.
