CAREER OPPORTUNITY

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad.

The Programme “Enabling Access to Justice, Civil Society Participation and Transparency (EnACT)” is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by the European Union. EnACT started its work in August 2022. Together with a wide range of state and non-state partners the EnACT project aims at improving the Zambian population’s access to accountable institutions, to justice and to transparent government decision-making processes.

The Legal Tech activities form part of the project’s work to enhance access to justice and focus on introducing digital aspects into the work of legal aid service providers in Zambia (Civil Society Organisations, State Institutions working in the field of legal aid and paralegals). The project is currently supporting legal aid providers (Civil Society Organisations) to digitise their case management. The CSO Undikumbukire Project (UP) Zambia supports children who have come in conflict with the law and advocates for a more restorative juvenile justice system. UP Zambia has been a longstanding partner of the EnACT project in the field of legal aid.  EnACT has been working with UP Zambia to digitize its case management system which is currently being piloted.

In this context, GIZ is seeking a suitable candidate for the following position who will work for the ‘Legal Tech’ component of the Project to be stationed directly at our partner organisation Undikumbukire Project (UP) Zambia Office in Lusaka.

ICT Digitalisation Advisor (Lusaka based – UP Zambia)

REF: GIZ_ENACT_DAUPZ

Main tasks and responsibilities:

  • Support the roll-out and daily use of the digital case management system, liaising with the responsible consultant to fix potential errors of the system and further tailor the system to the needs of the UP Zambia team
  • Support the onboarding of new team members and build capacities of junior M&E staff
  • Advise the UP Zambia team on its data collection and analysis processes to use data for reporting, monitoring, fundraising and evidence-based advocacy
  • Support UP Zambia on any other digital aspects/processes related to their daily work
  • Supporting other legal aid CSOs in this process, especially regarding the onboarding and establishment of the new system
  • Support the process of assessing the needs of paralegals placed in more remote areas to adjust the case management system accordingly

Qualifications

Formal Education

  • Minimum of a bachelor’s degree in in Social Science, Business Administration, Computer science or similar field. A master’s degree is an added advantage

Other Qualifications

Professional Experience

  • At least 4 years of professional experience in implementing digitalization projects in the for profit/non-profit sector, at least one project should be related to digital case management
  • At least 3 years of experience in working on aspects such as monitoring and evaluation and data analysis.
  • At least 2 years of experience in building digital capacities/training
  • Experience in the field of evidence-based advocacy within the civil society sector is an added advantage

Other Knowledge, additional competences

  • Excellent oral and written communication skills
  • Must be computer literate with good working knowledge of ICT and relevant applications for research, effective report writing and presentations (e.g., MS Office Suite – especially PowerPoint, etc.)
  • Good time management skills and the ability to manage multiple projects simultaneously.
  • Strong interpersonal skills and ability to work effectively in a multicultural and multidisciplinary team.
  • Willingness to travel within Zambia to other organizations in the 5 target provinces of EnACT (Lusaka, Southern, Copperbelt, Luapula and Central Provinces)
