JOB TITLE:  DISTRICT M&E MANAGER (7)

REPORTS TO:  PROVINCIAL M&E MANAGER

LOCATION:  VARIOUS DISTRICTS – WESTERN PROVINCE

POSITION SUMMARY:

Working under the guidance of the Provincial Monitoring and Evaluation (M&E) Manager, the District M&E Manager will support monitoring, evaluation and data management systems aimed at sustaining gains across the HIV/TB prevention, care, and treatment cascade in assigned districts. He/she will specifically support district and facility-level M&E capacity building targeted at strengthening documentation and reporting of non-communicable diseases (NCD) management integration in HIV care, and the management of advanced HIV disease (AHD) in assigned districts. They will liaise closely with the DHIO/s and M&E officers at the District Health Offices within their assigned districts in Western province of Zambia.

MAJOR ACCOUNTABILITIES:

  • Support the DHIO and HFs to strengthen the use of MOH national tools and processes for data management, documentation, access, and utilization, to effectively and efficiently scale up and deliver NCD integration in HIV care and AHD services.
  • Support WPHO in the roll-out of NCD & AHD SOPs and guidelines.
  • Support the DHIO in ensuring that all high-volume sites have SmartCare plus to adequately capture NCD & AHD services, provide TA to ensure that all patient records are up to date in SmartCare plus and SmartCare is used for patient management and routine monthly reports.
  • Support and contribute to the strengthening of the M&E and data management systems for the HIV/TB Program in the supported districts and health facilities within the district.
  • Provides support to HF staff in data collection and reporting procedures, completeness of registers and clinical files, and maintenance of up-to-date clinical charts.
  • Collaborate with the DHIO to review progress towards targets on key indicators including NCDs and ADH and highlight the ones that require remediation.
  • Support the DHIO in conducting triangulation of weekly and monthly reported HIV/TB, NCD & AHD data with respective data sources.
  • Together with the DHIO, plan & conduct data quality assurance (DQA) including implementation of eDQIT activities.
  • Implement project workplan, reports and track progress and achievement.
  • Perform other related duties as directed by the supervisor.

ACADEMIC QUALIFICATIONS:

  • Full grade 12 certificate,
  • A degree in demography, statistics, mathematics or epidemiology or related field
  • Postgraduate qualification Monitoring and Evaluation will be an added advantage.

REQUIRED MINIMUM QUALIFICATIONS, EXPERIENCE, & SKILLS

  • Minimum 5 years of relevant experience working in M&E in the health sector in Zambia.
  • Experience in the use of SmartCare.
  • Strong data management and analysis skills.
  • Experience in working with databases inclusive of DHIS2
  • Competent in PEPFAR MER requirements.
  • Computer skills are a must.
  • Experience working with Microsoft PowerPoint for graphical presentation.
  • A team player with the ability to support the coordination M&E activities at district & facility levels.
  • Ability to provide mentorship to M&E staff and health providers.
  • Experience working in donor funded projects is a Plus.
  • Fluent English oral and written communication skills
