Job Description


Job Purpose

Subject to the direction and control of the Council, the Director General as the Chief Executive Officer of the Council and Secretariat is responsible for effective leadership and management of the organisation according to the strategic direction set by the Council.

Chief Accountabilities:

Leadership

  • Participates with the Council in developing a vision and strategic plan to guide the organisation
  • Fosters effective team work between the Council and its periodic interaction with Government line ministries, civil society organisations, cooperating partners, private sector and staff of the Secretariat
  • Effectively represents the organisation at various relevant local and international fora to enhance the organization’s profile
  • Identifies, assesses, and informs the Council of internal and external issues that affect the organization
  • Acts as a professional advisor to the Council on all aspects of the organization’s response to HIV/AIDS, STIs, TB and HIV related infectious diseases and conditions

Operational Planning and Management

  • Develops an operational plan which incorporates goals and objectives that work towards achievement of the strategic direction of the organisation
  • Ensures that the operations of the organisation meet the expectations of the Council, its cooperating partners and clients/stake holders nationwide
  • Oversees the efficient and effective day-to-day operations of the organisation to ensure implementation of the work plan is on course

Program Planning and Management

  • Oversees the planning, implementation and evaluation of the organisation’s programs to ensure they are in line with the budget
  • Monitors the day-to-day delivery of the programs of the organisation to maintain and improve quality

Human Resource Planning and Management

  • Oversees the formulation and implementation of human resource policies, procedures and practices including development of job descriptions for all staff.
  • Oversees development and implementation of a performance management process for all staff which includes monitoring performance of staff on an on-going basis and conducting annual performance reviews.

Financial Planning and Management

  • Works with staff and the Council to prepare comprehensive annual budgets for the organisation in order to achieve set goals
  • Works with the Council to secure adequate funding for the operations of the organization and the National HIV Response
  • Scans the funding landscape, oversees the development of fundraising plans and writes funding proposals aimed at broadening the financial base of the organisation and the National HIV Response
  • Administers the funds of the organisation according to the approved budget and monitors monthly cash flows of the organisation
  • Provides the Council with comprehensive regular reports on the revenues and expenditure of the organisation

Community Relations/Advocacy

  • Establishes good working relationships and collaborative arrangements with community groups, cooperating partners, government, and other organizations/stakeholders to help achieve the goals of the organisation
  • Identifies and evaluates the risks to the organisation’s people (clients, staff, management), property, finances, goodwill, and image and implements measures to control risks

Identifies and evaluates the risks to the organization’s people (clients, staff and management), property, finances, goodwill, and image and implements measures to control risks

Knowledge, Skills and Abilities

Knowledge of the following is required:

  • legislation, leadership and management principles as they relate to statutory boards
  • current challenges and opportunities relating to the mission of NAC
  • human resource management for health as it relates to the HIV/AIDS, STIs, TB and other infectious diseases response
  • resource mobilisation and financial management for the response
  • Demonstrates a clear understanding of how the HIV pandemic has evolved over time and how the response should also change accordingly
  • Understands both the biomedical and social determinants of HIV, STIs, TB and other infectious diseases
  • programming for the HIV/AIDS response
  • project management and monitoring & evaluation
  • strategic planning and communication

Education and Experience

  • School (Grade 12) Certificate or equivalent with 5 ‘O’ level credits including English Language and Mathematics
  •  Holds a first degree or equivalent qualification in a health-related field or social sciences from a recognised university
  • Holds an earned Masters’ Degree in a health-related field, Business Administration, Public Administration, organisational leadership, strategic planning or equivalent field
  • A medical degree would be an added advantage
  • Has a minimum of 10 years’ working experience at Senior Management level
  • Hands on HIV/AIDS/STI/TB Management or evident high-level exposure and understanding of the sector
  • Should be 35 years old and above
