Job Description
Howard University International (HUI) has been implementing several developmental projects in Zambia in support of HIV programs. Currently, HUI is implementing the HRSA-funded project titled “Leveraging Health Service Equity Approaches for Sustainable HIV Epidemic Control,” which is being carried out by HBCU consortium members.
Job Purpose
The Deputy Program Manager will oversee community interventions such as index testing, appointment adherence, and patient tracking to enhance differentiated models of HIV service delivery in Lusaka, Southern, and Copperbelt Provinces. This role aims to sustain the gains achieved over the past seven years in improving retention and viral load coverage and suppression, reduce facility congestion, and enhance ART care.
Major Responsibilities and Duties
The Deputy Program Manager works closely with Howard University staff to collectively support facility mentors, community partners, and community health workers. He/she will undertake appropriate tasks leading to specific deliverables, which will be discussed in meetings with the Country Program Manager. Evidence of completion must be furnished in electronic format (e.g., MS Word and Excel) and, if necessary, in hard copy format. Specific tasks include:
- Work closely with the Country Program Manager and the Howard University country management team.
- Build the capacity of Ministry of Health (MoH) staff implementing the DSD program on the management of ART patients, focusing on adherence issues and monitoring of adverse drug reactions.
- Periodically monitor the performance of the differentiated care model on key indicators to identify performance gaps and institute remedial actions.
- Conduct frequent monitoring field visits to implementation sites and keep abreast of key issues associated with overall project efficiency and effectiveness.
- Ensure that narrative reports are submitted to the Country Program Manager in a timely manner.
- Manage and oversee the on-the-ground implementation of the community aspects of DSD programs in Zambia.
- Coordinate program-related events such as workshops and assessment visits.
- Represent Howard University as requested at various stakeholder meetings, as directed by the Program Manager.
- Liaise with various stakeholders’ staff on project-related issues, as directed by the Program Manager.
- Perform any other duty assigned by the Program Manager and Howard University’s Regional Director.
Skills and Qualifications:
- Bachelor’s Degree in Pharmacy, Medicine, Clinical Officer, or Nursing.
- At least three years of experience in a similar position.
- Experience in managing funded projects and collaborating with multiple partners.
- Knowledge of program design, management, and monitoring tools.
- Significant experience in ART programming.
- Knowledge and experience in public-private partnerships in healthcare delivery.
- Knowledge and experience in differentiated delivery of ART care.
- Current registration with the relevant Zambian Professional Council.
- Understanding of pharmacy and related healthcare industry legislation and regulation.
- Pharmaceutical care knowledge.
- Computer proficiency (MS Office).
- Experience in the management of a hospital pharmacy.
- Dispensing knowledge.
- Knowledge of dispensing systems and ordering systems.
Gross Monthly Salary: Negotiable
