Right to Care Zambia has been awarded a five (5) year project funded by the USAID through the PEPFAR mechanism. The USAID – Action HIV project aims to reduce HIV mortality, morbidity and transmission by achieving the UNAIDS and PEPFAR goal of 95/95/95 HIV treatment coverage by providing comprehensive HIV Prevention, Care and Treatment maintenance services in Luapula, Northern and Muchinga provinces of Zambia. The USAID – Action HIV project will work closely with and in support of the Ministry of Health.

QUALIFICATIONS AND EXPERIENCE
Minimum Required Qualifications and Experience:
- First degree in public health, demography, epidemiology, sociology, biostatistics, statistics, computer science, information technology, engineering, or a related field.
- At least five (5) years of relevant work experience in database design and management and relational database management experience.
- Good knowledge and understanding of the Zambian HIV AIDS response and its Health Management Information Systems.
- Knowledge of DATIM, PEPFAR reporting systems and DHIS2.
- Training in M&E.
- Training on DHIS.
Desirable Qualifications and Experience:
- Master’s degree public health, demography, epidemiology, sociology, biostatistics, statistics, computer science, information technology, engineering, or a related field.
- 5 – 7 years of experience implementing SI activities in Zambia.
- SmartCare Certification – ToT and Master trainer level preferred.
- Advanced knowledge of MS Office Applications, Statistical and data visualization software and Database management systems
- Knowledge of best practice in data visualization and business intelligence (BI) – Strong understanding of BI features and capabilities.
- Experience with software development methodology and release processes, knowledge of software, application design and architecture.
- Current knowledge of trends and development in computer/ tablet and mobile health technology and the administration of operations and long-range user requirements.

- KEY PERFORMANCE AREAS
- Support the Design, implementation, and maintenance of project databases to meet user requirements and project data needs (Including weekly, monthly and quarterly reports automation)
- Maintain/build relational database schemas, tables, views, data dictionaries, and stored procedures as required by various program areas.
- Manage database access, security, integrity, and backup procedures.
- Design and maintain database administration procedures and manuals
- Create ad-hoc and standard reports as required.
- Coordinate the rollout of the national EHR to ensure 100% coverage and use for patients’ management and monitoring.
- Build the capacity of project staff in the use of the project Data Management system
- Conduct routine data quality assessments on program databases and provide ongoing support to Project and partner staff in data management and monitoring and evaluation.
- Design, Improve and expand the project data collection and reporting tools to support the project adherence to the donor reporting requirement
- Lead efforts to improve data use at all levels, through development of dashboards, developing of insightful data visualization to inform service delivery and activity programming
- Support the project teams with pre-defined and customized indicators performance dashboard to support performance gaps identification and tailored improvement plans.
- Support the development of the integration of information systems with existing MoH national health management information systems, and the electronic health records management system (SmartCare)
- Support and monitor optimum functionality and automation of the data from the project data management system into the DATIM Platform
- Participate in the development of M&E activities workplans
- Participate in implementation of workplan activities, meetings for shared experiences, and additional trainings as required
- Work collaboratively with other USAID Action HIV Contractors to increase local capacity for the identification of data needs, data collection, analysis and communication of appropriate information
- Receive an expense report from the sub-grantees/sub-contractors.
- Check the documents (expense receipts, payroll related documents) to ensure a clear match to the expense report.
- Compile a summary on all the expenses that the sub-Grantee/Sub-contractor recorded and submit to the Line Manager.
