Job Description


General Summary and Background

The USAID Zambia Program for Advancing Supply Chain Outcomes (PASCO) is a commodity distribution project that works with the Zambia Medicines and Medical Supplies Agency (ZAMMSA) and the Zambian Ministry of Health (MOH) to create sustainable access to public health commodities at the last mile by enhancing the use of private sector, third-party logistics (3PL) providers to reach service delivery points in Zambia’s national health supply chain.

The project seeks to recruit for the position of:

Job Title: Commodity Security and Risk Management Director

Reporting to: Chief of Party

Principal Duties and Responsibilities

The Director, Commodity Security and Risk Management (CSRM) will oversee the development and implementation of a risk and incident management system for PASCO-supported distribution of health commodities to promote continual improvement. The Director will support the development of standard operating procedures (SOPs) and process maps; flag deviances and risks from defined processes; and recommend and oversee the process of corrective actions. The Director will use this system to provide strategic insight into vulnerabilities within the 3PL supply chain and develop and implement mitigating measures as a member of the PASCO senior management team.

Specific Tasks

Technical

  • Serve as a member of the PASCO senior management team and support the Chief of Party to develop and communicate the vision and strategic direction of the project.
  • Implement the approved Commodity Security and Risk Management Plan (CSRMP); systematically identify, prioritize, and capture planned responses to risks associated with the PASCO-supported last mile distribution system. As needed, propose iterative revisions to the CSRMP to enhance the design.
  • Oversee the tracking and reporting of project implementation risks and liaise directly with technical teams and counterparts (including ZAMMSA, MOH, and 3PL providers) to mitigate risks and resolve problems.
  • Oversee implementation of PASCO’s incident management system by reviewing issues reported by staff, capturing issues in a centralized tracker, analyzing trends, conducting root cause analysis for priority issues, and monitoring agreed actions. Ensure the system is understood by internal and external users.
  • Support mapping of distribution processes and work with the PASCO SMT and technical teams to develop appropriate protocols to ensure consistent management of non-conformity across distribution actors.
  • Incorporate key personnel at various levels of the supply chain, including the ZAMMSA, hubs, 3PLs, and others, in risk management and commodity security activities, as appropriate.
  • Define new procedures and tools to identify, monitor, analyze, and respond to supply chain risks within the 3PL distribution system, as needed.
  • Oversee management of PASCO-supported loss investigations (real or potential) in conjunction with in-country 3PL partners, to determine causes and adjust systems to improve prevention going forward.
  • Adopt innovations and best practices to ensure that the CSRMP is current and effective as a risk management system.
  • Support supplier performance management activities and work to broaden the 3PL sector to enable prudent multiplicity within the distribution system.
  • Facilitate outreach and capacity building with private sector organizations to foster market entry and ensure healthy competition.
  • Support initiatives that promote Gender Equality and Social Inclusion (GESI) and environmental concerns (i.e. climate change and environmental monitoring and mitigation plan / EMMP) for the PASCO project and its work plan activities.

Management

  • Provide technical oversight, supervision, and strategic guidance to the Commodity Security and Risk Management team. Ensure that team staffing is aligned with goals and plans to achieve the project objectives.
  • Supervise the manager under his/her responsibility, develop roles and responsibilities, design and monitor professional development plans, conduct annual performance appraisals, and periodically monitor progress towards objectives.
  • Support development and management of annual work plans and budgets for the CSRM team, based on the PASCO contract and USG and GRZ priorities.
  • Oversee implementation of work plan activities and ensure quality and timely submission of all contract deliverables within the CSRM scope.
  • As needed, develop scopes of work for short-term technical assistance (STTA) in collaboration with the chief of party. Provide technical oversight of consultants and review associated outcomes and deliverables.
  • Represent the PASCO project at various technical meetings with collaborating partners, senior government officials, and/or donor agencies.
  • Ensure that project staff understand and adhere to established policies and procedures. Support quick and just resolution of any disciplinary issues that arise.
  • Verify that USAID regulations, Chemonics policies, and quality management best practices are enforced consistently.
  • Exhibit Chemonics values and build culture of “Living our Values” within the team.
  • Carry out additional responsibilities as may be assigned from time to time in consultation with the chief of party.

Minimum Education Qualifications, Experience, and Competencies:

  • Master’s degree preferred.
  • 10 years of experience in supply chain management.
  • Proven experience in supply chain risk management.
  • Proven effective communication skills with multiple stakeholders.
  • Change management experience.
  • Experience with USAID contracts.

Location of Assignment

The location of assignment is Lusaka, Zambia with intermittent travel throughout the country.
