COMMISSIONER – CUSTOMS SERVICES -ZRA01 (1 POSITION) (1 Position(s))

Job Description
Reporting directly to the Commissioner General, you will be responsible for providing strategic direction and management to the Customs Services Division of the ZRA that facilitates efficient and effective assessment and collection of all Customs taxes, enforcing compliance as well as facilitating trade and coordination with international organisations such World Customs Organisation (WCO), World Trade Organisation (WTO), COMESA and SADC.
Responsibility:
DUTIES & RESPONSIBILITIES

  • Formulating corporate strategies, policies, plans and budgets and monitoring the Authority’s performance to ensure that the corporate mission and goals are achieved;
  • Implementing the Customs and Excise Act Cap 322 of the laws of Zambia;
  • Providing leadership in the development of systems and the implementation of sound business policies and procedures to safeguard the Customs taxes collected;
  • Liaising with the Ministry of Finance on policy issues and initiating preparations for new budget proposals/measures in line with fiscal strategies of the Government of Republic of Zambia;
  • Ensuring that operational systems are in place in accordance with the Customs & Excise legislation to provide efficient, effective and cost-effective collection and accounting procedures for taxpayers;
  • Managing and effectively supporting the performance and personal development plans of the Customs Services staff to ensure that the divisions objectives are achieved as well as individual staff aspirations;
  • Establishing and maintaining effective contact and liaison with international organisations such WCO, WTO, COMESA, SADC and EU;
  • Making recommendations on international policy to the Government;
  • Advises on the administrative implications of Customs & Excise measures and targets;
  • Evaluating different approaches and operational practices to managing the import, export and transit of goods; and
  • Assisting in the finalization of rulings on appeals lodged against Customs assessments. Liaise with Director Legal on court cases and direct preliminary investigations on all cases of fraud or negligence.REQUIREMENTS
  • Grade Twelve School Certificate or General Certificate of Education (GCE) Equivalent;
  • First degree plus post graduate diploma/training;
  • Masters’ degree in a relevant field;
  • Eight (8) years post qualifying experience with at least six (6) years post-qualifying experience at senior management level;
  • Practicing certificate/professional membership where applicable;
  • Knowledge and practical experience in Trade Facilitation and programmes at national, regional and international levels;
  • Experience in an international organisation dealing with trade facilitation and Customs modernisation will be an added advantage; and
  • Ability to critically evaluate and analyse the role of Customs in supply chain efficiency.OTHER SKILLS AND ATTRIBUTES

  • Excellent oral and written communication skills;
  • Track record of hands on approach and attention to detail that really delivers business results;
  • Ability to forge strong business relationships with diversified client groups;
  • Personal organization and the ability to work under pressure;
  • Firm, results driven and able to travel extensively throughout Zambia; and
  • A commitment to quality service delivery.
