About the Position:
GPTech is seeking a Chief of Party (COP) to be GPTech’s in country lead on the upcoming proposed U.S. Agency for International Development (USAID) Sustainable Water and Sanitation Project (SWSP) in Lusaka, Zambia. The main objectives of the SWSP are to:
- improve governance and management capacity for water, sanitation and hygiene programs at the subnational level
- increase access to sustainable water and sanitation services, including in institutional settings
- increase the resilience of water supply to climate change, disaster, and public health emergencies.
The COP will be responsible for overall activity management, quality and timeliness of deliverables, external representation, and coordination with the USAID Client. The COP will provide a strategic vision for managing the program and will oversee activity tasks to ensure quality work and compliance with contractual obligations and results. The COP is responsible for the quality and performance of work that is performed by staff and subcontracted partners.
The position will be located in GPTech’s secure office in Lusaka, Zambia. We operate a hybrid work environment and require this position to work in the office at least two days a week. This position will require occasion in-country travel.
Responsibilities:
Program Management of Planning, Implementation, and Monitoring Activities
- Develop a work plan with team members and implement work plan activities.
- Direct and monitor execution of activities within the work plan, ensuring that there is consensus on project objectives, activities are performed to a high professional standard, and objectives are met.
- Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments.
- Schedule regular meetings with the project team as a vehicle for guiding the project.
Personnel Management
- Motivate staff to perform effectively toward project objectives, through communication, team building incentives, and responsiveness.
- Create a positive working environment for all staff and ensure growth and professional development opportunities.
- Conduct annual performance reviews and recommend/internally negotiate salary adjustments.
- Deal with personnel issues and concerns of team members, ensuring their welfare and safety along with the Home Office HR team.
Communications and Information Management
- Maintain two-way communication throughout the project with client, in-country team, Home Office staff, subcontractors, and other relevant project organizations.
- Make formal and informal presentations at the request of the client or as needed for other parties.
- Prepare periodic reports to the client on progress toward project objectives.
- Establish criteria, guidelines, and formats for project plans and reports.
Contract Management
- Execute contract in compliance with contract provisions.
- Manage contract and project finances (budget and funds).
- Recommend changes in contract and budget.
- Oversee the performance of partners/sub-awardees.
Qualifications:
- Master’s degree in civil engineering, infrastructure engineering, water/wastewater engineering, or a related field
- At least 15 years’ experience in large-scale, complex, and comprehensive contracts or awards
- At least 5 years’ experience serving as a COP, Country Director, Team Leader, or other senior management position for projects involving infrastructure, water, engineering, or civil engineering programs for international donor-funded projects; experience in sub-Saharan Africa preferred
- At least 7 years’ experience in managing development projects with large teams and engaging with government representatives and project stakeholders on large-scale (>$25 million) donor- and/or USAID-funded projects
- Knowledge of and experience with US Government-funded program management, policies, regulations, and procedures; experience with USAID-funded programs preferred
- Proven ability to understand client needs, ensure client satisfaction, and deliver timely and appropriate solutions
- Excellent communication, management, and interpersonal skills
- English fluency required
